TNT CHINA HUMAN RIGHTS COMPLIANCE ASSESSMENT Quick Check Workshop Human Rights & Business November 24, 2006 Klaartje Vest

General Findings All employees personally invited which resulted in 100% participation in the self-assessment Workshops organised for the five depots involved Throughout the organisation, different levels were included in the scope of the self-assessment (i.e. line managers, staff) Response validated by external, independent auditor: QMI Quick check used by QMI as pre-assessment for SA Additional questions asked by auditors for the completeness of the SA 8000 assessment Formal SA 8000 audits planned in November this year Eight top priorities defined Start developing and incorporating action plans

Top eight priorities Workplace health & safety Back-support belts for Ground Service Agents (GSA) - Pick-Up Delivery (PUD) TNT Group or TNT China disciplinary policy for violation of workplace H&S Improve maintenance of all electricity connection points, electricity wirings, vehicles in operation areas Air-conditioners to be provided in branches where lacking Conditions of employment and work Install shower facilities and changing rooms for employees (SHA. CA3. SZX. NGB) Implement CS policy to guide staff to deal with “offensive customers” Branches must ensure staff work within 40 hrs/ week and 36 hrs overtime /month Basic training for GSA staff to protect themselves when working outside the company and exposed to dangerous situations

Recommendations The outcomes of the HRCA Quick Check self-assessment provide an optimistic indication of the Human Rights situation in China. However, take into account that this is just an indication. Total of 80,3% true response is positive considering 12 departments, 5 depots and different levels within the organisation were involved. Several answers refer to action plans and room for improvement. It is highly advised to start incorporating the planned actions as soon as possible. Not only in order to achieve SA 8000 certification but also to reach a higher level of professionalism within the depots and TNT China. Management should be fully aware of action plans identified through the self-assessment. Management support considered very important for incorporating and starting action plans. A follow-up on the quick check is possible with the complete HRCA assessment. It provides the possibility to focus on specific improvement or concerning areas. Corporate Head Office fully supports these initiatives.

Conclusions Excellent approach of conducting the self-assessment All representatives throughout the BU China were involved. This increases the reliability of the results Employees within the depots and throughout TNT China were very positive about the quick-check: it gave them the opportunity to think about the several issues No high priority nor alarming issues identified The results will be published in our Social Responsibility Report 2006
