Global Partnership for Education (formerly FTI)  FTI / GPE has only supported ECE in Moldova, Mongolia, Kyrgyz; Ghana currently including ECE in GPE proposal  creates & focuses political leadership; but ECE not currently priority focus  sets the global policy agenda; endorses national education plans; evidence  $400m+ annual spend on education and $1.5bn+ to allocate over 3yrs; leveraged to increase gov. resources i.GPE supports 5 African countries to produce ECE plans by 2013 ii.African countries with GPE funding for ECE up from 0 to 5 by 2013 iii.GPE financing for ECE up from x to y by 2013 Grant to support ECE specialist in GPE Secretariat, analytical work & project preparation? 5
