August 10, 2009 Growth Management Department The St. Johns County Growth Management Department serves the community through various functions involving planning and regulating County land uses. In coordination with state, regional, and local laws, the department implements County codes and regulations, including the Comprehensive Plan, the Land Development Code, the Florida Building Code, and Ponte Vedra Zoning Ordinances.

August 10, 2009 Building Services Division The Building Services Division is fee based; funded solely by permit fees generated from contractors and citizens. We are officially referred to as a special revenue fund in accordance with Florida Statute 533.  Howard (H.T.) White, CBO: Interim Building Official for St. Johns County as of July, 2009.

August 10, 2009 Building Services Division The Building Services Division currently operates and enforces the 2007 Florida Building Code, along with the 2009 Supplements according to Florida Statute.  Conducts plan reviews, issues permits, and performs inspections.  Responds to construction complaints and citizen concerns.  Places a priority on customer service and communication with contractors and citizens.

August 10, 2009 Building Services Division Inspection requests are completely automated; inspections can be requested through our system and completed the same day if received prior to 7:00 a.m. that day. We are one of a handful of jurisdictions in the state that still provide same-day inspections.

Environmental Division The Environmental Division was created during the reorganization of the Growth Management Department in October All staff now assigned to the Division were originally assigned to various existing County Departments including: Planning, Recreation and Parks, Public Works, Development Review, Facilities Maintenance and Real Estate.

August 10, 2009 Customer Relations Customer Relations includes functions that provides service to the various divisions of Growth Management housed within the Permitting Center. Primary responsibilities include: Provides information and direction for customers of the Permit Center. Manages Public Records requests and scanning activities. Provides project liaison service to customers during any application or permitting process.

August 10, 2009 S.B. 360 Effects Exempts Dense Urban Land Areas (DULAs) from transportation concurrency–  St. Johns County does not qualify  The City of St. Augustine is a Dense Urban Land Area

August 10, 2009 S.B. 360 Effects Urban Service Areas created as option for non-exempt jurisdictions who want to designate defined areas that are exempt from transportation concurrency.  Would require Comprehensive Plan Amendments to designate an “Urban Service Area ” and must be areas with urban services (public water/sewer/roads)  Requires alternative transportation options and funding strategies to be identified within 2 years  Additional Rule making likely at State level
