Reduced Stopping Distance (RSD) Ruling

Innovative Vehicle Solutions 2 What the entire RSD ruling means or does not mean for fleets as a whole. The second phase goes into effect August 1,  Why the change?  FMSCA estimates on lives saved  Property damage mitigated  What are the new rules?  Vehicles impacted by Phase I and Phase II  How have the brakes changed  How the RSD Mandate has impacted the safety and braking ability of heavy tractors  Shorter Stopping Distances Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 3 This is just another amendment to FMVSS that’s intended to improve the braking of our over the road vehicles  Added Brakes on all axles  Added ABA’s  Added ABS  Now Added RSD (Steer Axle Brakes) Now that’s it’s on our equipment we have to accept it and know how to maintenance it (ABS) Personally I think this is the real issue, you don’t really get a choice. Once it’s there it’s there. 121 tells the vehicle manufactures how to build them. FMCSR tells you the fleet your operational and maintenance guidelines Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 4 Phase 1 – Phase 2 – Phase 10 We’re going to continue to see amendments to 121 regarding our braking systems and Stopping Distance. It will come in stages as we can already see. I think it’s going to culminate in Air Disc and Roll Stability – someday…..  Air Disc Power Units  Enhanced S-Cam on Trailers As we improve products and systems, as we create new systems and components we’ll see mandated changes In the meantime we have to understand our obligations on maintaining what we have that’s been impacted by any 121 and or FMCSR regulation Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 5 Phase 1 changes (we have some issues)  Some FMSI changes  4719 – 1443  4720 – 4702  AL factor  Chamber and ABA arm length  Friction material compound  More aggressive  Higher COF  Key factor – we already had these FMSI’s and various materials to fit them Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 6  Now that we have Phase 1 brakes on vehicles that need service – what do we do?  Need – Want – Should – Do I Have To  These are the most frequently asked questions  Because the FMSI’s already existed there are many friction MFG’s and compounds out there.  121 vs. FMCSR  Manufacture Mandate  FMCSR – Operational Regulations Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 7  121 and how FMCSR relate  121 Brake on all axles - § Brakes required on all wheels.  121 Automatic Brake Adjusters - § Automatic brake adjusters  121 ABS - § Antilock brake systems.  121 August 1 st 2011 Phase 1 RSD  FMCSR no mention, no amendments – why?  RSD isn't component specific  This is why we have so many questions Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 8  Need – Want – Should – Do I Have To  Do I Have To ?  It’s not mentioned in the FMCSR  Should I?  There’s lots of things you should do when you maintenance brakes  New Brake Drums  Cam and Bushing  Proactive replacement of all wearable's  ABA’s – ABS – Chambers – Cam  What do I recommend?  Do what’s best for you  If RSD material meets your expectations than by all means Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 9  Phase 2 – Heavy and Single Drive  Mainly Enhanced S-Cam (Steer)  16 ½ X 6 13k – 14k axles  It didn't necessitate as much Air Disc as first thought  I understand Peterbilt flat converted to all Air Disc – even though they didn’t have to  All the same maintenance rules apply (FMCSR) Reduced Stopping Distance (RSD) Ruling 24/05/2015

Innovative Vehicle Solutions 10 Reduced Stopping Distance (RSD) Ruling 24/05/2015 Thank You
