Updates on the Senior HS Voucher Program

% Schools Participated Update: On Voucher Management System LIS Schools Total Participated % Schools Participated Elementary Schools 38,595 99.77% Secondary Schools 7,968 99.86% Total Schools 46,563 99.79% DepEd Learner Information System rolled out in SY 2014-2015 with 99.8% participation of all public elementary and secondary schools Grade 9 (Gr 11 cohort in 2016): 1,241,254 Grade 8 (Gr 11 cohort in 2017): 1,519,585 FAPE ESC System:with new features for compatibility with VMS Grade 9 (Gr 11 cohort in 2016): 206,757 Grade 8 (Gr 11 cohort in 2017): 232,826 Specifications and functionalities of VMS developed in 2nd-3rd quarter of 2014. Pilot run of VMS targeted in Feb-March 2015 All licensed SHS providers can participate in the voucher program. This includes private high schools, private higher education institutions, state universities and colleges, local universities and colleges, and technical-vocational institutions. All in all, there are about 6,000-8,000 potential non-DepEd SHS providers. This is more than double the 2,800 participating private high schools under the ESC program. Given that SUCs and LUCs already receive some form of funding from government, the voucher amounts for these schools may be different from the standard voucher amount. We will be discussing and finalizing this policy within the next few months with the concerned groups. These schools will also be required to accept vouchers without requiring a top-up or tuition differential. Since private schools have different cost structures, DepEd is aware that for some schools, the voucher value may be sufficient to meet the entire tuition requirement while others will require payment for the tuition differential. We are encouraging schools to minimize this differential or to provide additional subsidies to cover these fees. Some specialized tracks and electives may also require additional investment on equipment and tools. We are considering the inclusion of a rider amount to cover for these additional feeds. An accreditation program may be required for this, however, as we may be We will also be encouraging the joint delivery of programs where a DepEd or a non-DepEd school offers the core curriculum while a TVI offers the tech-voc electives under the SHS TVI strand. In this case, the voucher is issued directly to the participating TVI although students are enrolled in the main school. Reports on attendance of voucher students and other data may be requireed on a periodic basis. Payment to schools may also be linked to the submission of these reports as this could be scheduled in tranches. DEPARTMENT OF EDUCATION

SHS Voucher Redemption Process JUNE 2015 Grade 10 Students are identified through DepEd LIS and FAPE ESC system. AUGUST 2015 Grade 10 students are notified of their eligibility. JANUARY 2016 Early Registration is conducted for SHS. MARCH 2016 Grade 10 students graduate:. The final list of eligible recipients is generated. DEPARTMENT OF EDUCATION

SHS Voucher Redemption Process JUNE 2016 Students enroll in public and licensed non-DepEd SHS. Some may enroll with vouchers. AUGUST 2016 Non-DepEd schools submit their list of voucher recipients/billing statement through the Voucher Management System. Checks are made in the system to ensure there are no errors in the billing statement (on names and voucher values, etc). Periodic reports on attendance may be required. DEPARTMENT OF EDUCATION

SHS Voucher Redemption Process Payments are made directly to non-DepEd schools’ accounts. MARCH 2017 Grade 11 completers are promoted to Grade 12. Same process repeats for new batch of Grade 11 students in 2017. DEPARTMENT OF EDUCATION

Engaging Community Stakeholders and Building Community Partnerships

Why Stakeholder Involvement is Critical It takes a ‘village’ to educate a child, to build our youth. No single agency can fulfill the responsibility of educating and developing the youth. Everyone is accountable to youth development. The goal of education is everybody’s goal.

Why Stakeholder Involvement is Critical (continued) Partnering with community stakeholders helps create a constituency for youth development, so that when the agency needs support it gets it… immediately! Partnerships also strengthen community stakeholders.

Successful Stakeholder Involvement Means: Collaboration and partnerships as a way of life for DepEd.
