Lotterywest : Proactive Partnering Lotterywest role - to facilitate empowerment : get to know the community look for quiet doers - personal motivation encourage big picture planning – short medium long encourage cross project links - leverage energy negotiate control & accountability processes encourage early start with start up resources encourage continual review of goals & process encourage partnerships - community retains control link with other govt agencies pre knowledge of community developments encourage healthier agency practices
