Judiciary in The House Has been called the guardian of the Constitution Each subcommittees has roots in the constiution. Usually sends the greatest number of substantive bills to the House floor each year. In the last Congress over one thousand bills and resolutions were referred to the Committee on such subjects as terrorism, crime, immigration, bankruptcy, civil liberties, constitutional amendments, patents and copyrights.

Homeland security and Government Affairs In the Senate (jurisdiction) 1.) All proposed matter relating to the following subjects will be referred to the committee: 1. Archives of the United States. 2. Budget and accounting measures, other than appropriations, except as provided in the Congressional Budget Act of Census and collection of statistics, including economic and social statistics. 4. Congressional organization, except for any part of the matter that amends the rules or orders of the Senate. 5. Federal Civil Service. 6. Government information. 7. Intergovernmental relations. 8. Municipal affairs of the District of Columbia 9. Organization and management of United States nuclear export policy. 10. Organization and reorganization of the executive branch of the Government. 11. Postal Service. 12. Status of officers and employees of the United States, including their classification, compensation, and benefits. 2.) The committee shall have the duty of… (A) Receiving and examining reports of the Comptroller General of the United States and of submitting such recommendations to the Senate as it deems necessary or desirable in connection with the subject matter of such reports; (B) Studying the efficiency, economy, and effectiveness of all agencies and departments of the Government. (C) Evaluating the effects of laws enacted to reorganize the legislative and executive branches of the Government; and (D) Studying the intergovernmental relationships between the United States and the States and municipalities, and between the United States and international organizations of which the United States is a member. 3.) History of The House The Committee on the Judiciary has been called the lawyer for the House of Representatives. It has jurisdiction over matters relating to the administration of justice in federal courts, administrative bodies, and law enforcement agencies. Its infrequent but important role in impeachment proceedings has also brought it much attention On June 3, 1813, a standing committee on the Judiciary was established by the House of Representatives to consider legislation relating to judicial proceedings. Since that time, the scope of the committee’s concern has expanded to include not only civil and criminal judicial proceedings and Federal courts and judges, but also issues relating to bankruptcy, espionage, terrorism, the protection of civil liberties etc. Hearings on legislation including the Patriot Act have emphasized the Committee on the Judiciary’s continuing pursuit of the appropriate balance between constitutional rights and national security.

History of the Senate The Committee had its immediate origins in the creation of the Committee on Expenditures in the Executive Departments which was created and organized on April 18, It was renamed the Committee on Government Operations in Then reorganized as the Committee on Governmental Affairs in The Permanent Subcommittee on Investigations is the oldest. Created at the same time as the Committee on Government Operations in The Subcommittee on the Oversight of Government Management, the Federal Workforce, and the District of Columbia came into being after the creation of the Committee on Governmental Affairs in The Subcommittee on Financial Management, the Budget, and International Security was created at the beginning of the 108th Congress.

Legislation House: The Judiciary Committee passed a variety of legislation within its jurisdiction during the 110th Congress. Some of the committee’s most notable accomplishments include examples like: Contempt Resolutions Against Harriet Miers and Josh Bolten Animal Fighting Prohibition Enforcement Act of 2007 Preserving United States Attorney Independence Act of 2007 Senate: The Committee had primary jurisdiction over the creation of the Department of Homeland Security. The Committee on Homeland Security and Governmental Affairs is the chief oversight committee for the United States Senate.
