Overview of ICT Research Environment in Serbia Belgrade 16 October 2008 Jelena Pantelic, ISS Milorad Bjeletic, BOS

Objectives of the Session ● Presentation of ICT research environment and ICT research priorities for Serbia for the period , as a product of the consultation phase of SCORE project (consultation document, consultation workshop and open consultation). o The ICT Research priorities are part of the Strategic ICT Research Agenda, and present each country’s research priorities, in accordance with FP7 concepts and terminology. o The Policy Paper “Recommendations for shaping EU scientific co-operation with the Western Balkan Region in the field of ICT research: ” will be developed based on the feedback to the Strategic ICT Research Agenda that will be obtained from the consultations with stakeholders. The policy paper will provide valuable input for the up-to-date shaping of the FP7’s Co-operation programme and future calls.

Key facts / ICT research environment in Serbia (1/2) ● Development of information society and ICT R&D are not, at the moment, national priorities (as same as in other WB countries) ● Since 2007 situation has changed - Ministry of Telecommunications and Information Society was established and Serbia got status of Associated Country in FP7 ● Serbian R&D organisations have limited resources and capacities for participation in FP o Lack of experience in FP o Limited number of Serbian research organisations participated in FP projects (as participants and reviewers) Capacity building activities and support actions are still necessary.

Key facts / ICT research environment in Serbia (2/2) ● Main research actors are state owned research institutes and universities - funded through the public funds distributed by the Ministry of Science and Technological Development ● More than 1,000 IT companies in Serbia, but only a few have R&D departments and financial resources for investing in research ● Still limited networks and collaboration with EU researchers, research organisations and SMEs due to isolation and sanctions during 1990s

● Ministry of Science and Technological Development is in charge for the research (defining priorities and distributing public funds) ● Low budget for R&D in comparison with the EU average (0.4% of GDP or 100 million Euros) ● ICT Research Policy is not clearly defined ! o The Law on Science and Research is adopted in 2005, but it is not fully implemented, o Neither the National Strategy, nor Programme for ICT research has been developed yet ● At the moment, expert work groups define short term priorities that guide allocation of national funds for R&D ICT research environment in Serbia: ICT Research Policy Framework (1/2)

● Research projects that contribute to “facilitation of economic development of the country, innovativeness and competitiveness” are encouraged (from www of the Ministry) ● Some hints for the ICT research policy are given in the Strategy for the Development of an Information Society (2006) - importance of R&D in the field of ICT and development of ICT infrastructure, eGovernment, eEducation, eHealth, eBusiness ● Since its establishment in 2007 the Ministry for Telecommunications and Information Society joined the efforts for increasing SMEs capacities for R&D and for participation in FP7/ICT through additional education and training ICT research environment in Serbia: ICT Research Policy Framework (2/2)
