2/19 e-Government The duties and responsibilities of e-Government’s establishment, operation and management assigned to the Ministry of Transportation Maritime Affairs and Communications by the Council of Ministers. Ministry collaborates with Turksat Satellite Communication Cable TV and Operation Inc. With the activation of the e-Government project, e-Government services can be accessed by using national ID number. Currently, approximately 364 different services are avaible at ​​.

3/19 High-speed Broadband Connectivity of Scools, Universities and Scientific Organizations In scope of Universal Service; communication infrastructure is established to the schools which have not any internet infrastructure. For the schools under the Ministry of National Education in rural areas, internet access is provided. VSAT (Satellite) to 5000 school ADSL to 5600 school

4/19 High-speed Broadband Connectivity of Scools, Universities and Scientific Organizations In scope of Universal Service, information technology infrastructure will be provided to classrooms in school in 4 years with Movement of Increasing Opportunities and Technology Improvement Project (FATİH Project). 110 units remote-service training classes have been established.

8/19 High-speed Broadband Connectivity of Scools, Universities and Scientific Organizations Web-Based Language Learning System and the Multimedia Language Classrooms for Universities Project In scope of Universal Service, a web-based language learning center to The Council Of Higher Education (YÖK) and 204 language education clasrooms for universities have been installed.

9/19 High-speed Broadband Connectivity of Scools, Universities and Scientific Organizations Computer Based Science Laboratory for Schools Project In scope of Universal Service, “Portable Computer Based Test Sets” have been installed to 1,500 schools.

10/19 Studies on Access and Tariffs For internet services, in case of exceeding of Fair Usage Point, the reduced date rate was increased to 3 Mb/s from 1 Mb/s according to board decision dated 2 July Turksat’s and other ISPs discount tariffs for disabled citizens came into force as of July 2012.

11/19 By-Law on Emergency Call Services in Electronic Communications Sector came into force in 5 June Emergency Communications (eCall Projects)

12/19 Obligation to Provide Access to ECS Operators, which offer publicly available telephone services and are able to make their users call to numbers contained in the National Numbering Plan, are obliged to ensure that their users are able to access free of charge to the emergency call center (ECC) as determined by the relevant legislation. 13/19 Obligation to Provide Address or Location Data These operators are also obliged to provide address (for geographic and location independent numbers) or location (for mobile numbers) data to ECCs at the time when the call is made according to relevant legislation on emergency call services. 15/19 Natural Disaster Communications A project is being conducted by Ministry of Transport Maritime Affairs and Communicationson on giving SIM card priority to disaster recovery officials in charge in case of any disaster situation. Emergency Communications (eCall Projects)

16/ / MHz frequency band has been planned for digital trunks that will be used in public safety and emergency communication systems and was assigned to Ministry of Transportation Maritime Affairs and Communications. The Ministry carries on studies as to form a common platform. 2 daytime and 2 night HF and VHF/UHF common disaster frequencies have been assigned to Disaster and Emergency Management Directorate; with the aim of communication of all related institutions from anywhere in Turkey with Ankara in emergency situations and disasters. 17/19 Mobile Base Station is used during emergency situations. It is intended to provide communication service to areas not having GSM coverage in case of emergency situations (disaster, flood, earthquake, road closure, land and air transportation accidents, avalanches, lost, etc.). As shown on the map, our country is divided into total 25 regions consist of provinces having 2-hour distance from each other. Each region has a mobile base station with satellite transmission capable of roaming. Emergency Communications (Mobile)

18/19 Emergency Communications System for Turkish Red-Cressent In scope of Universal Service, 39 VSAT system have been installed and delivered to Turkish Red-Cressent for emergency communications. Emergency Communications (eCall Projects)
