The Problems with Sea Mining LACK OF VISIBILITY AND ACCEPTABILITY AS A WARFARE OPTION  NEGATIVE PUBLIC OPINION  LACK OF MILITARY LEADERSHIP’s ENTHUSIASM FOR THE MISSION OR THE WEAPON  LACK OF CONTROL OF THE MINEFIELD  RULES OF ENGAGEMENT: BOTH PERCEVED AND REAL  FACING “THIRD WORLD” NAVAL THREATS LACK OF AN “OWNER” COMMUNITY

Mining Rules of Engagement Peacetime  Own territorial waters: Perfectly legal under all international laws Must provide notification through notice to mariners  High Seas: Must be an immediate and legitimate self-defense/security concern Cannot unreasonably interfere with other ocean uses Scope of mining must be in proportion to the threat Must provide international notification as to the location and duration of field Must maintain presence to warn approaching vessels Must remove mines when no longer threatened  Other nations waters Considered a violation of sovereign territory Wartime  International notification required (may not mine for indefinite period of time)  Must remove mines after hostilities cease  May channelize but not impede shipping in international straits  Must provide alternate route for neutral shipping if mining high seas  Cannot solely target commercial shipping

Pillars of a Mining Capability VIABLE MINE STOCKS MAINTENANCE INFRA- STRUCTURE CAPABLE DELIVERY MINE R&D T&E

Keys to Acceptance Fill a Mission Need  Not a duplicate capability  Fleet Driven Input Community Ownership  Command and Control  Deliverability  Flexible Targeteering Fleet TDA  Contributes to the CUP and “Fires”

Future-cast Personnel  Dedicated MIW Enlisted Rating  Dedicated Core of Civilian Expertise Current Mining Capability  Quickstrike Upgrade Future Capability  Depends upon us  Stand-off Delivery / I-SLMM / LSM / RECO ??? Greater involvement in MCM Training  Smart training mines and “threat” targets
