RESULTS BASED MANAGEMENT PROGRAM IN ZIMBABWE PROGRESS
RESULTS BASED MANAGEMENT (RBM) in Zimbabwe was started in 2005. Program has four components: Results Based Budgeting (RBB), Personnel Performance System (PPS), Monitoring and Evaluation System (M&E)and Management Information System (MIS)
WHO IS RESPONSIBLE Driven by the Office of the President and Cabinet, Reforms Department and implemented across all ministries.
HOW IS IT BEING IMPLEMENTED Department of Reforms within OPC specifically created to manage and spearhead the program. Four Key Drivers in GVT: OPC, Finance, Economic Development and Public Service Commission Other structures include a Program Technical Steering Committee (PTSC)
Cont Program Policy Steering Committee (PTSC). Program being implemented in all ministries
Conditions, systems and factors for success Desire to improve service delivery in the civil service including parastatals.

Lessons learned Full support by Top Management within all ministries. Continuous training is necessary Handholding ministries Need to ensure funding availability and control of the funds. Appropriate Institutional and organisational systems and structures need to be in place.
