Kick-off Meeting Athens 05/10/2004 The project ’POMPEI - P2p, location and presence mobile services for managing crisis and disaster situations’

Kick-off Meeting Athens 05/10/2004 Project identity  Specific Targeted Research Project (STREP)  2.8 MEURO budget (1.57 MEURO funding by the EC)  2 years duration  7 partners  approx. 300 person-month estimate of effort  Start date: September 1, 2004

Kick-off Meeting Athens 05/10/2004 The consortium  ATC (Athens Technology Center) SA, Greece  Symbian Ltd, UK  City University London, UK  CEFRIEL (Centre of Excellence For Research, Innovation, Education and Industrial Labs) Italy  Wackenhut Security Hellas SA, Greece  Athens International Airport, Greece  Transelectrica SA, Romania

Kick-off Meeting Athens 05/10/2004 Project Summary  Develop an integrated architecture and a suite of mobile applications to assist mobile teams of safety/security/emergency response workers in an emergency situation.  Use off-the-self state-of-the-art mobile phones (smart phones). Implement  peer-to-peer workflow management  location and presence services  transparent communication layer (over wide area and local wireless networks), to allow operation on infrastructure that survives after a disaster.  Two major organizations have been selected to provide test-sites for the evaluation of the prototype under simulated emergency scenarios.  the Athens International Airport and  Transelectrica, the Romanian National Power Transmission Company.  At the end,  mobile service models and  appropriately adjusted (or new) working models will be demonstrated in practice to exploit the potential of available and emerging mobile technologies.

Kick-off Meeting Athens 05/10/2004 Measurable objectives ObjectiveSuccess Measured by 1. Use a hybrid collection of P2P protocols to enable communication and co-operation between workers of an emergency response unit 2. Location-aware interface/ to interact under ubiquitous computing principles in a mobile, unpredictable environment 3. Flexible model of workflow work design that delegates responsibilities dynamically in emergency teams. Interaction with other teams and reporting relationships to supervisors should be defined in a flexible/fault tolerant way 4. Validate the above architecture in crisis management scenarios in two pilots involving an international airport and electricity company under conditions of man-made and natural disasters  Develop functionality:  establish common understanding of each other’s position within the area of interest  exchange data (annotations, image, video and voice clips)  compute dynamically an escape path or a resource allocation plan  Operate transparently over three alternative communication channels (wide and local area) with graceful degradation of service  Test and assess the prototype in three different emergency scenarios:  Two scenarios in AIA (natural disaster, fire in a building)  Two scenarios in TRANSELECTRICA (natural disaster of large scale, fire in power distribution station)

Kick-off Meeting Athens 05/10/2004 Milestones  M1: Finalise selection of technologies and functionality to include in the prototype (Month 5 – January 2005)  M2: Define complete system architecture and select the mobile devices to use (Month 11- July 2005)  M3: System components developed and unit tested (Month 17 – January 2006)  M4: POMPEI Prototype deployment (Month 20 – April 2006)  M5: Completion of pilot activities and prototype validation (Month 24 -August 2006)

Kick-off Meeting Athens 05/10/2004 What we shall do  Define working models and operating procedures for the safety/security personnel equipped with POMPEI smart phones  Develop a software application suite and an operational architecture for the selected devices to assist mobile teams of safety/security personnel in the following broad scenarios:  Large scale natural disaster (earthquake)  Small scale-Localized disaster (fire in a building)  Man-inflicted disaster (attack in an airport)
