Presentation on QUALITY INITIATIVE FOR ACCREDITATION

NATIONAL BOARD OF ACCREDITATION All India Council for Technical Education AWARENESS ABOUT ACCREDITATION

What is Accreditation ? Recognition and Guarantee of Minimum Quality

What does Accreditation mean ? A Process of quality assurance, giving credit where it is due, for some clearly visible and demonstrable strategies of academic activities and objectives of the institution, known to be honestly pursued and efficiently achieved by the resources currently available, with potential for continuous improvement in quality for effective growth.

Why Accreditation for institutes ? If your programmes are accredited by NBA, you will ! F Be able to identify your programmes with excellence in technical education. F Be assured of conformity to good practices and benchmarks of global requirements. F Be able to rate your programmes on a national platform to attract better student intake. F Be able to appraise yourself vis-à-vis performance. F Be a satisfied vendor of human capital to world- class employers and other stakeholders.

Why was the NBA constituted ? “ To periodically conduct evaluation of Technical Institutions or Programmes on the basis of Guidelines, Norms and Standards specified by it and to it, by AICTE or the council, or the commission, regarding recognition and de-recognition of the institution or programme.”

NBA Goal # 1 To develop a Quality Conscious system of Technical Education where F Excellence F relevance to market needs and F participation by all stake holders are prime and major determinants.

NBA Goal # 2 NBA is dedicated to building a technical education system that will match the national goals of growth by F competence F contributions to economy through competitiveness and F compatibility to societal development.

NBA Goal # 3 NBA will provide Quality bench marks targeted at Global and National Stockpile of human capital in all fields of technical education.

What does Accreditation signify?  For the Parents and Students it signifies that their child goes through a teaching-learning environment as per accepted good practices, and that the student has entered an institution, which has the essential features of Quality Professional Education.  For the alumni it signifies attachment through the pride of passing out of an institution with high credentials.

What does Accreditation Signify ?  For the employers. It signifies that the institutional performance is based assessment through a competent body of Quality assessors, with of strengths & Weaknesses emanating as a feedback for policy-making. F For the Institution it signifies its strengths, weaknesses and opportunity for future growth.

What does Accreditation Signify? F For the industry & infrastructure Sectors it signifies, identification of quality of institutional capabilities and skills and knowledge. F For the Country it signifies confidence in the suitability for sustaining stockpiles of market sensitive human capital and a pragmatic national development perspective.

What is the Difference? between AICTE Approval and NBA Accreditation

Approval of AICTE for new institutions or for starting new programmes is based on: u Credibility of institutional Management and the programme providers. u Assurance of compliance to AICTE Norms and Standards u Prior approval by the state Government and university or other competent authority. u Market sensitivity of programme outputs, to avoid imbalance in supply of qualified manpower.

Accreditation of the institutional programmes by NBA is based on.. F Demonstrated capability of the institution and programme to adhere to the qualitative criteria F Assessment by peer groups of NBA experts through a visit to the institution F Availability of potential for sustaining and improving upon the assessment criteria F Recognition by all stake holders viz. end- users, institutional products and the community at large.

What are the Accreditation Criteria ? Visiting NBA Team assesses Diploma, Under-graduates and Post-graduates Programmes based on approved criteria and weightages assigned thereof uniformly for all institutional programmes

Under-graduate Programmes Human Resources Faculty 200 Students 100 Finance & Physical Resource120 Mission, Goals, Governance 80 Research & Development Industry Institute Interaction 100 Supplementary Processes 50 Teaching Learning Processes 350 Total 1000

Post-graduate Programmes Human Resources Faculty 200 Students 100 Finance & Physical Resource 110 Mission, Goals 40 Research & Development Industry Institute Interaction 250 Supplementary Process 50 Teaching Learning Processes 250 Total 1000

For Diploma Programs Human Resources Faculty 200 Students 100 Finance & Physical Resource 110 Mission, Goals 40 Research & Development Industry Institute Interaction 50 Supplementary Process 50 Teaching Learning Processes 450 Total 1000

For all Programmes The visiting Team assesses parameters, not obvious from quantitative data supplied F Academic Ambience and institutional morale F Level & Relevance of facilities and student work F Capacity of staff, their knowledge/practices F Assessment of student work in theory, practical, design /project work F Comprehension by management, staff and students of the issues, problems vide the goals.

What is the NBA’s Quality Grading ? Accredited Programme for 5 Years [when cumulative score is above 750] signifies that programme meets and in most cases exceeds the criteria. Accredited Programme for 3 Years [when cumulative score is between 650 and 749] Signifies that programme meets the minimum criteria with marginal deficiencies which can be rectified in a short time.

What is the NBA’s Quality Grading ? Not Accredited [when cumulative score is below 650] Signifies that programme is not accredited in view of the seriousness of deficiencies.

Composition of the visiting Accreditation Team F The visiting Accreditation Team consists of a chairperson and two programme experts, one of them being from industry or end-user organisation, all of them selected on the basis of their high standing in the profession. F The team for the above is selected from states other than the state in which the institution is located. Experts themselves withdraw from the accreditation exercise if they are involved with the institution in other capacities such as Advisor, Consultant, Research guides..

How is the Assessment Done ? The chairperson and the programme experts in consultation with the institution, agree to details of the visit based on NBA guidelines. The team carries out physical verification of infrastructure facilities, records, interviews faculty, staff, students, alumni and industry.

What is not the purpose of Accreditation ? F Not to find faults with the institution but to assess the status-ante of the performance. F Not to denigrate the working style of the institution and its programmes but to provide a feedback on their strength and weaknesses.

What is not the purpose of Accreditation ? F Not to demarcate the boundaries of quality but to offer a sensitising process for continuous improvement in quality provisions F Not to select only institutions of national excellence but to provide benchmarks of excellence and identification of good practices.

What happens if there is no Accreditation ? It is to ensure that the institution, indeed has / likely to have in near future, the necessary resources for qualitative technical education. It is to ensure that the Institutional products meet industry requirements but are acceptable human resources in the global job market sector.

What happens if there is no Accreditation ? It is not possible to sustain the present institutional growth rate and ensure maintenance of credible programmes. It is not possible to correct existing imbalances in generation of quality technical manpower.

What happens if there is no Accreditation ? F Accreditation of a course by the NBA or a college or University by the NAAC does not merely assure a better standard of delivery of Education but has serious ramifications in areas like Foreign Higher Education, Placements in Multi Nationals etc. F Under the GATS ( General Agreement on Trade and Services) Higher Education is a tradable "commodity " with countries "exporting" or "importing " education. When the GATS regime crystallises ( as it is likely to in early 2005) courses accredited by the accrediting body of a country shall alone carry credibility and recognition in other countries.

What happens if there is no Accreditation ? F The National Board of Accreditation has proposed India's membership to the Washington Accord. It is likely to fructify within a short time. This will have major ramifications on all the students who aspire to post graduate ( M.S.) from American Universites (or Universities in other signatory countries for that matter) F When India becomes a signatory to the Accord an Indian student of a non-accredited Engineering course may not be able to pursue his/her post graduation( the popular M. S. ) in the United States or other member countries.
