7 Aims Overcome non-technological barriers regarding energy conservation, energy efficiency (EE), renewable energy (RE). Support sustainable energy implementation and the development of sustainable energy communities. Cross border cooperation - country focus: Bulgaria, Hungary, Italy, Germany, United Kingdom.

8 Specific objectives (1) Develop capacity to strengthen the role of local and provincial governments as political and administrative bodies guiding communities in the sustainable energy transition, overcoming non-technological barriers and creating tangible results for sustainability. Create instruments that build on state-of-the-art Local Energy Action Plan (LEAP) developments to support Local Governments in decision-making for integrated energy management, climate protection actions and securing local energy supply.

9 Specific objectives (2) Guide Local Energy Action Plan (LEAP) implementation in selected learning communities. Make results widely available through the European Sustainable Cities and Towns Campaign (ESCTC).

10 LEAP Implementation - Continuous implementation and evaluation of LEAPs through cyclic, periodical, and integrated management - Anchored in EU Policies - Follows structured and logic routines and integrates the variety of issues, actors, geographical areas. - Timely response to rapid changes in environment and of information - Political commitment as decisive democratic step in local government activities - Community buy-in through appropriate participation in target setting, implementation, evaluation

11 Expected results (1) Improved capacity of 9 LGs, using: Peer-to-peer exchanges, study visits, workshops, staff trainee programmes Energy guidance package, with instruments to support LEAP implementation: LEAP wizard in 5 languages for integrated energy action programmes 30 exemplary case studies and analyses on replicable factors and cost-benefit ratios

12 Expected results (2) One-stop-access-point Centralising information and instruments for SEC development, linked to European Sustainable and Towns Campaign 5 LEAPs and various implementation projects testing the wizard to assure use of tools and methodology in different cases 27 Energy Weeks Improved awareness of citizens, local politicians on sustainable energy, roles of individuals and roles of LGs as community leaders and asset managers

13 Expected results (3) CO 2 reduction and improved community resilience of energy-relevant infrastructure Widespread European dissemination of results – sharing with and learning from others
