GWG Inaugurated January 2005 Working as a Community: Participatory governance – the community forum for all standardization activities & functions related to GEOINT Bring subject matter experts together within the DoD and IC to fully address GEOINT standards matters Enhance our ability to manage and share GEOINT data among disparate groups

Functions & Responsibilities GWG is responsible for: Serving as the community forum for all standardization activities and functions related to Geospatial Intelligence (GEOINT) Coordinating population of the DoD IT Standards Registry (DISR) with GEOINT standards Chaired by NGA/NCGIS, the GWG assists the Director, NGA in carrying out responsibilities as Functional Manager for GEOINT standards: Sustaining a viable standardization program Prescribing and mandating GEOINT standards Representing the NSG community Pursuing standards that enhance ability to manage and preserve the integrity of GEOINT data

Standards Governance – DISR/ICSR DoD IT Standards Registry (DISR) A single, unifying DoD registry for approved standards citations and a registry for approved DoD IT standards profiles DISR Mandated Standards – the minimum set of essential standards for the acquisition of all DoD systems that produce, use or exchange information and, when implemented, facilitate the flow of information in support of the warfighter New/modified systems throughout the DoD are required to include all applicable DISR mandated standards in baseline (TV-1) IC Standards Registry (ICSR) & IC-500-20 Draft IC Standard (ICS) - Defines the IC framework for: Adoption of IC enterprise standards best-suited for achieving the DNI’s goals of interoperability and information sharing Management of an IC Enterprise Standards Baseline consisting of a minimal, focused, coordinated set of such standards Compliance and compliance certification of those portions of IC systems and EA-related information technology items funded through the NIP Community review and concurrence complete IC CIO signature pending

Interoperability Requirements Open standards between mission systems Metadata to enable users to integrate data from multiple sources, formats, and organizations; and permits automatic processing of data Tools that allow for the collection and population of quality information to answer intelligence and operational questions Harmonization among standards bodies to help further their common goals

GWG Focus Groups NITFS Technical Board (NTB) Motion Imagery Standards Board (MISB) Community Sensor Model Working Group (CSMWG) Geographic Portrayal (PFG) Application Schemas for Feature Encoding (ASFE) Metadata (MFG) Information Transfer and Services Architecture (ITSA) Overhead Persistent Infrared (OFG) Focus Groups are the primary mechanism for Community engagement with subject-matter-experts (SMEs)

GWG Focus Group Functions Serve as the NSG community forum for issues relating to a particular GEOINT standards area Report to and advise the GWG on standardization issues related to that area Make recommendations to the GWG on candidate DISR standards for GEOINT

NITFS Technical Board (NTB) The National Imagery Transmission Format Standard (NITFS) Technical Board (NTB) is the technical focal point for still imagery, and still imagery-related standardization activities across the NSG. Motion Imagery Standards Board (MISB) The Motion Imagery Standards Board (MISB) is the technical focal point for establishing motion imagery interoperability standards across the NSG. The MISB: Formulates, reviews, and recommends standards, recommended practices, and engineering guidelines for motion imagery, video, associated metadata, audio, and other related systems Promotes world-wide interoperability based largely on open, international, commercial standards to leverage large commercial R&D investments Leads the Motion Imagery community and Manages the Motion Imagery Domain Space to deliver universally interoperable, superior quality, cost manageable motion imagery systems to our warfighters / decision makers Delete these slides – they are in your Intro section of the Focus Group briefings Visit the MISB website at: http://www.gwg.nga.mil/misb/index.html Contact the MISB Chair: misbchair@nga.mil

Community Sensor Model Working Group (CSMWG) The Community Sensor Model Working Group (CSMWG) establishes standards for interoperable sensor models that enable the efficient collection and distribution of GEOINT source data. Overhead Persistent Infrared (OFG) The Overhead Persistent Infrared (OPIR) Focus Group works issues across functional domains concerning OPIR data and metadata standards development in support of fostering net-centric data services. The OFG is Co-chaired by the National Geospatial-Intelligence Agency (NGA) in concert with the United States Strategic Command’s Joint Functional Component Commander for Space, U.S. Air Force Space Command (AFSPC). Portrayal (PFG) The Portrayal Focus Group (PFG) facilitates the development, implementation, and interoperability of standards relating to the visual depiction of physical features and geographically referenced activities. Application Schemas for Feature Encoding (ASFE) The Application Schemas for Feature Encoding Focus Group (ASSFE) addresses standards related to the encoding of features used in the production of GEOINT and GEOINT products. Metadata (MFG) The Metadata Focus Group (MFG) is dedicated to coordinating and harmonizing GEOINT metadata standards activities to advance data interoperabilty across the NSG. Information Transfer and Service Architecture (ITSA) The Information and Transfer Service Architecture (ITSA) Focus Group addresses “data services” needed to support GEOINT in a distributed, real-time environment.
