16May Copenhagen - 17 May 2001 THE CITY OF TOMORROW AND CULTURAL HERITAGE Copenhagen, 17 May 2001 David MILES EUROPEAN COMMISSION Directorate D.I - Preserving the Ecosystem Tel: +32/2/ Fax: +32/2/

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage 1st and 2nd Calls Examples of projects and a cluster where work has started or where negotiation is complete and project not yet started. Examples of projects and a cluster where work has started or where negotiation is complete and project not yet started.

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage Project example 4.1. IANUS (Indicators system to assess new urban services; Improving decision making through evaluation) Coordinator : Diputacio de Barcelona Consortium : Public authorities, private companies, universities, professional and city associations. Development of evaluation methodology of public urban facilities and services (buildings, cultural, educational, care and sports facilities) to determine impact on performance indicators such as functionality, end user satisfaction, cost, environmental impact. The aim is to develop models and tools to optimise sustainability. The involvement of the public and private sectors helps ensure the relevance of the work and its widest exploitation.

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage Project example 4.1. PAYT (Variable rate pricing based on pay-as-you-throw as a tool for Urban Waste Management) Coordinator : TU Dresden Consortium : Universities, waste management companies, JRC, Institute. This project addresses growing concern over citizens’ ability/willingness to pay for urban utilities and particularly for urban waste. It will provide decision-making support through comprehensive assessment of the economic and environmental impacts and efficiency of different approaches to funding for the “urban waste utility” to encourage a waste reduction culture.

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage Project example 4.2. SUIT (Sustainable development of cultural heritage through an active integration within towns) Coordinator : Université de Liège Consortium : Universities, regional government. The aim is to establish an Environmental Impact Assessment methodology (in line with the EU environmental Impact Directive) to ensure compatibility with the conservation requirements of cultural heritage and urban development. It will enable local authorities to assess their plans for urban development with regard to the sustainable exploitation of urban and architectural cultural heritage.

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage Project example 4.3. SUREURO (Sustainable Refurbishment Europe) Coordinator : Kalmarhem Ltd. Consortium : 7 housing companies, construction company, consultancies, research organisations. The aim is to provide housing companies and local decision makers with practical management tools for the sustainable refurbishment of the 56 million flats built after Socio-economic and environmental considerations are integrated. Tenant involvement helps ensure the refurbishment management process falls within the range of normal and affordable costs. Includes testing and implementing of flexible new concepts for sustainable transformation of existing housing areas noting that the housing companies in the consortium together own 200,000 dwellings.

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage Project example 4.3. NORISC ( Network Oriented Risk-Assessment by In-Situ Screening of Contaminated Sites ) Coordinator : City of Cologne Consortium : 2 urban authorities, 1 local authority, Geological survey administration, 2 environmental consultants, 2 research organisations, 3 universities The aim is to provide a standard guideline for efficient risk assessment of contamination profiles in urban areas. This is a valuable tool for city planners, land owners and investors. This guideline will enhance site characterisation and risk assessment and minimise time and cost for investigation, redevelopment and remediation.

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage Project examples 4.4 ECTOS (Ecological City Transport System) Coordinator : Icelandic New Energy Ltd. Consortium : energy companies, universities, energy consulting company, car company, transport utility, transport research organisation. The aim is to assess the diverse impacts of running three fuel-cell buses in Reykjavik. The innovation lies in the comparative assessment of the fuel-cell technology (associated to a hydrogen infrastructure) with other clean alternatives. This will help to measure the potential of fuel-cell buses to improve urban sustainability.

16May Copenhagen - 17 May 2001 City of Tomorrow and Cultural Heritage Cluster example 4.4. LUTR (Land Use and Transport Research Cluster) Five projects together are seeking to establish new tools and instruments for city authorities to implement new urban planning policies for more sustainable transport systems - less polluting and less congested. For example, to reduce mobility demand at source. A main emphasis will be to reduce individual motorised movements in line with the Green paper on Urban Transport now in preparation.
