Whitmore/Stevenson: Strategies for Engineering Communication 2 of 3 Issues to Address in Proposals  When is the proposal due and can you meet that deadline?  Can you actually complete the project? Do you possess the necessary expertise? Will additional information, material, or personnel be required? How soon would you need additional resources to complete the project?  What does the client say they need? What does the client really need? For example, what constraints in terms of time, size, cost, and safety are mentioned? Should other constraints be considered? Can the job be completed within these constraints? What is possible? Is the budget sufficient?

Does a similar system already exist?  How long will this project take?  How much will it cost?  What are the possible technical solutions?  What issues of safety and ethics are involved?  What information that you need has the client left out?
