Switzerland No national ministry for adult learning 26 Cantons, each with its own sovereign jurisdiction Government: vocational adult learning (AL) Cantons: general and informal adult learning Adult learning is now specifically mentioned in the Swiss constitution (Article 64A) A new law regarding AL will be written by 2010

Participation Rate 36% of persons take part in adult learning The ages range from 20 to 74 In total: 2 million persons attend 3 million courses 26% attend vocational AL courses

SVEB: Swiss Federation for AL Swiss umbrella organisation for adult learning Made up of 520 member organisations 180 organisations, both private and state and individual trainers 12 full time employees Experts contracted for project work Headquartered in Zurich, branch offices in Lausanne and Ticino

Main Areas of Responsibility Policy –Forum AL –Political platforms Social partners, federal ministries, regions (Cantons) and providers in AL represented by SVEB Development –Basic skills –IIP (Investors in People) –EU-Projects (since 1995) Service –Adult Learner’s Week (since 1995) –Offices for quality assurance (eduQua) and modularisation (ModuQua) Service –Education Permanente: quarterly publication for AL –Electronic information

Train the Trainer: The Idea Adult learning consists mainly of private institutions (85%) There is no university degree in the field of AL in the German part of Switzerland French part has a degree program: Geneva University 60’000 course instructors, trainers, etc. 90% teach part-time (no prior experience in adult education) 1992: SVEB and providers (members) began development on the Swiss Train the Trainer system

Train the Trainer in the Swiss educational system The Swiss Federal Certificate and diploma are situated in the system of higher professional training. Certificates and diplomas in this system require the candidates to be in possession of either a recognised certificate of vocational training or a university entrance certificate as well as several years of activity in the specific field.
