SUMMARY PROJECT OUTLINE

1. Background and Justification % of population in rural areas  Agriculture - hazardous sectors: -high frequency rate of injuries, -high potential of poisonings, death or reproductive impairments.  Employees under protected. -Few resources for compensation

1. Background and Justification (continue )  Environmental pollution  Lack of knowledge and information  Awareness limited. 1.2 Protecting health of labour force in agriculture is now on focus of VGCL  1.3 Necessary to raise awareness for management and employees

1. Background and Justification (continue ) 1.4The basic legislation  Law on Labour (1994),  Law of foreign investment in Vietnam (1998),  Ordinance on foreign technology transfer to Vietnam (1989),  Law on the People Protection (1990),  Law on Trade Union,

2. Target Groups  Management at province and district levels  Employees in some collectives

3. Development Objectives  To reduce occupational risks to employees in agriculture

4.Immediate Objectives 1. To have clearer OSH situation in agriculture including :  Working condition,  Awareness,  Accident and occupational diseases reporting systems,  Insurance system etc.

4.Immediate Objectives (continue) 2. To raise awareness on proper use of chemicals and machinery 3. Reduction of 25% accidents.

5.Indicators of Achievement 5.1 Two forms of questionnaire surveys for 6 provinces in theNorth and South VN training courses

6.Key Outputs 6.1 Initial statistical data on accidents and occupational diseases 6.2Training materials for two target groups 6.3Number of trained people: mid-term report, 01 terminal report

7.Activities 7.1 Review International legislation documents and National policy on OSH 7.2 Build a two-phase project for investigation and training, including:

7.Activities (continue) Phase 1: Investigation in 18 months for 6 provinces, 24 districts on: i) Working practices and working condition ii) Awareness of management and employees on OSH iii) Occupational accidents and diseases related with use machinery and chemicals

7.Activities (continue) iv) Health care services v) Analysing collected data vi) Organising seminars, workshop to discuss the problems

7.Activities (continue) vii) Finding out solution to the problems viii) Making report to government and appropriate agencies From (i) to (iv) achieved by questionnaire, statistical data from local hospital and health cares.

7.Activities (continue) Phase 2: Training and information promotion in 24 months, 4 provinces i) Training a. Northern area: select 2 provinces  Target group: province and district management levels:

7.Activities (continue) 2 provinces x 1 courses x 25 people = 50 people  Target group : employees. 2 provinces x 4 courses x 25 people = 200 people Total for Northern area: = 250 people
