Federal Aviation Administration Presented to: 2011 Eastern Region Airports Conference By:Al Larkin, Project Manager for Non- Destructive Pavement Testing Date: March 2, 2011 FAA PAVEAIR Web-Based Pavement Management Software

Federal Aviation Administration FAA PAVEAIR March 2, What is an Airport Pavement Management System? Discussed in FAA Advisory Circular 150/ A A system which identifies optimum strategies to maintain pavements at an adequate level of serviceability Includes systematic procedures for scheduling maintenance and rehabilitation activities Optimizes benefits while minimizing cost

Federal Aviation Administration FAA PAVEAIR March 2, History of Airport Pavement Management Systems (APMS) Development of Mainframe PAVER was started in 1968 for use on mainframe computers Development was by the USACE for use by the Department of Defense (DOD) Development of MicroPAVER was started in funding was provided by the FAA for development by the ACOE FAA version of MicroPAVER was delivered in 1987 FAA PAVEAIR – web-based APMS released on Feb 10, 2011

Federal Aviation Administration FAA PAVEAIR March 2, Benefits of an Airport Pavement Management System Provides an objective and consistent evaluation of the condition of a network of pavements Provides a systematic and documentable engineering basis for determining maintenance and rehabilitation needs Identifies budget requirements necessary to maintain pavements at various levels of serviceability Provides documentation on the present and future condition of the pavements in a network Determines life-cycle costs for various maintenance and rehabilitation alternatives Identifies the impact on the pavement network as a result of performing no major repairs

Federal Aviation Administration FAA PAVEAIR March 2, Pavement Management Programs Must Include: Pavement Inventory: Location, type of pavement, dimensions, construction date Inspection Schedule Detailed inspection must be performed at least once a year Drive-by inspection must be performed a minimum of once per month Record Keeping: Inspection date, location, distress types, maintenance scheduled or performed Information Retrieval Program Funding

Federal Aviation Administration FAA PAVEAIR March 2, FAA PAVEAIR FAA PAVEAIR Pavement Management System Publicly available and free to use (source code available) Databases can be made “public” or “private” Includes similar functionality found in MicroPAVER version 5.3 Web-based Access though the Internet, Intranet, or a stand-alone PC

Federal Aviation Administration FAA PAVEAIR March 2, Development Development was started in May 2008 The development and testing contractor is SRA International FAA PAVEAIR has been developed from the ground – up as a new application

Federal Aviation Administration FAA PAVEAIR March 2, Development Program Requirements –The FAA is hosting a server installed at the WJHTC to be a repository for civil airport projects funded under the Airport Improvement Program (AIP). –The complete application is available for free download: As a set of installation files. Full source code. Documentation for installation and operation.

Federal Aviation Administration FAA PAVEAIR March 2, Development Import Databases –Compatible with MicroPAVER. Able to import Micro Paver e60 file. Able to import Micro Paver MDB file. –Import Steps: Data is uploaded into PDMSPaverImport. Data is converted and temporarily stored in PaverToPDMS. Data is then copied to a new PAVEAIR database.

Federal Aviation Administration FAA PAVEAIR March 2, Development FAA PAVEAIR has been developed using ASTM D 5340, “Standard Test Method for Airport Pavement Condition Index Surveys” Another valuable reference has been the currently out of print FAA Advisory Circular FAA-RD-80-55, “Procedure for Condition Survey of Civil Airports” The first release of FAA PAVEAIR has the same functionality of MicroPAVER version 5.3

Federal Aviation Administration FAA PAVEAIR March 2, Development Program Requirements –Web-based application that provides a system for easy dissemination of information for airport pavement construction, maintenance, and management. –Data for multiple airports available on a single server connected to the web –Suitable for installation and use on: Single PC Private network Intranet or Internet.

Federal Aviation Administration FAA PAVEAIR March 2, FAA PAVEAIR Functionality Primary FAA PAVEAIR functionalities –Inventory –Work –Pavement Condition Index (PCI) –Standard Reports –Prediction Modeling –Condition Analysis –Maintenance & Rehabilitation (M&R) Plan Additional FAA PAVEAIR Functionalities –Import of MicroPAVER databases –Export of PAVEAIR databases to XML –Security control –User and profile management

Federal Aviation Administration FAA PAVEAIR March 2, FAA PAVEAIR Release The release of FAA PAVEAIR for public use took place on February 10, FAA Hosted Online Version: FAA PAVEAIR can also be accessed at the National Airport Pavement Test Facility website:

Federal Aviation Administration FAA PAVEAIR March 2, FAA Hosted Online Version Advantages Disadvantages No installation required Requires internet access; Always the most current cannot be used offline version Data stored on FAA Servers Data can be Public or Private Data can be accessed from any computer with internet access

Federal Aviation Administration FAA PAVEAIR March 2, Intranet Version Advantages Disadvantages No Installation required Need dedicated server for clients Must be maintained Data stored on company Requires access to servers (Private) intranet servers; Data can be accessed cannot be used offline from any computer with access to the intranet server

Federal Aviation Administration FAA PAVEAIR March 2, Locally Installed Version Advantages Disadvantages Can be used off-line Must be maintained Data is stored directly Requires installation on your computer of IIS and SQL server express IIS is only available on premium versions of Windows Can only be accessed from the computer it is installed on.

Federal Aviation Administration FAA PAVEAIR March 2, Capabilities FAA PAVEAIR is able to: – Collect: Divide airport pavements into uniform sections Record PCI data for each section – Store: Pavement condition history i.e. Pavement Condition Index (PCI) Pavement construction and maintenance history

Federal Aviation Administration FAA PAVEAIR March 2, Capabilities FAA PAVEAIR is able to: – Analyze Generate network level reports for planning, budgeting, inspection scheduling, and pavement condition at any time, Provide project level analysis for M & R requirements and perform economic analyses for different M & R alternatives – Share Data
