The Canadian government responded to the results of the surveys by establishing goals which would address what Canadians are doing “on line” … e-Business

The GOL initiative will be implemented in 3 tiers - Government On-Line Strategy Tier 1 Government organizations develop their on-line presence including an internet site meeting common look and feel guidelines and provide electronic versions of key documents and forms. Building Blocks for GOL  Business Model  A generic business model applicable to all major process areas.  Each process area, depending upon its business, has unique requirements that will impact the business model and the technical infrastructure:  Licences  Food Inspections  Grants & Contributions  Technical Architecture  Must comply with Government wide architecture when dealing with processes that deal with the citizenry (portals, secure channel)  Must comply with departmental architecture when dealing with internal processes (interface to other departmental business systems)  Integrated Financial System  A system linking front line business systems through government central technology infrastructure

Government on Line and SAP… Challenges A little background… SAP R/3 is used by 25 agencies (15 departments), representing over 80% of the dollar value of all financial transactions in the government and is primarily used for finance and materiel management  Because GOL is an additional channel, end to end services will initially be more expensive. Existing services will not be replaced.  Citizens / Clients will expect and demand all government services on line. Certain services will, in the foreseeable future, continue to require personal representation. E.g: Passports, Food Inspection, etc.  The upgrade to Enterprise is limited only to R/3 components available under current license agreements : FI, FM, CO, MM, SD, AA, PM, PS  Because GOL is an additional channel, end to end services will initially be more expensive. Government on Line and SAP… Opportunities Add a supplementary service delivery option for citizens / clients Support the financial and materiel side of the Government on Line initiative Review existing Government processes and explore new business processes reflective of an expanding Canadian and world electronic environment Increase efficiency by reducing the paper flow and increasing electronic records management Leverage a powerful tool, SAP, in the managing of Government Business Encourage horizontal versus vertical (or silo) management practices Reduce the eventual cost of service delivery and increase efficiency by applying three principals to the business processes: Simplification, Standardization and Sustainability

In Conclusion… The Government of Canada Business Model for Government on Line must provide effective, secure and timely delivery of end to end service Streamlined business processes will be supported by policies, modernized business practices and front line business systems that enhance the overall delivery of services to clients and citizens GOL requires sound and secure technology Infrastructure Secure Channel offers leading edge technology and state of the art security protection Integrated front and back end systems SAP is the backbone of integrated office systems and, as such, is key to the implementation of GOL across the 15 SAP departments of the Government of Canada.
