13 Each contractor: Audit certificate  The audit certificate states the amounts subject to verification and certifies that the costs incurred meet the conditions required by the EC Contract  The external auditor must be independent from the contractor and must be qualified to carry out statutory audits of accounting documents. Public bodies may opt for a competent public officer (art. II.26)  The Commission may, at any time during the contract, and up to five years after the end of the project arrange for audits to be carried out.
