Umweltbundesamt / Germany - Karcher Key Points / Contents What are the current global trends? What are the outcomes we want to achieve? What needs to be done? oGather Knowledge oAssess Policy oChange Economic Frameworks oUse public procurement oSupport technology and knowledge transfer oChange accountability of ownership and use oRaise awareness What should the potential next steps be? (For the EPA network)

Umweltbundesamt / Germany - Karcher Global trends Population growth of 50% projected for next 50 years Per capita economic growth in many countries, especially: China, India,... But: today’s “western” lifestyle is not world- compatible on global scale Decoupling is emerging, but absolute environmental pressure is still increasing Efficiency gains have to compete with economic growth. (2% growth  double efficiency every 35 yrs)

Umweltbundesamt / Germany - Karcher Outcomes to be achieved Reduce total resource use set quantitative targets for resource consumption and land use change olong term decrease of resource use in line with “Factor 10” idea oReduce long term net land use increase to zero. Time frame depends on current regional situation. include effects outside EU

Umweltbundesamt / Germany - Karcher What needs to be done (I) Gather Knowledge trends, material flows, common data base Assess Policy develop indicators & set targets focus on important “demand areas” such as housing, mobility, nutrition Change Economic Frameworks fiscal reforms - especially: remove harmful subsidies – can contribute to more sustainable resource use Use public procurement make use of this important tool in EU procurement policy

Umweltbundesamt / Germany - Karcher What needs to be done (II) Support technology and knowledge transfer outside and within EU partnerships with developing countries global promotion of IPPC techniques Change accountability of ownership and use address problem of unrestricted access at no charge to some resources Raise awareness generally for resources use (compare to success with energy issues) specifically for certain resources (see e.g. campaigns for sustainable timber)

Umweltbundesamt / Germany - Karcher Potential next Steps for EPA Network Support “One Stop Shop” and international panel... as proposed in EU resources strategy Action plans according to EU strategy define role of network members for national and sectoral plans, exchange information Networks communication of objectives, methodologies, indicators, targets Propose instruments technical, legal, economic for management and examination of material flows
