BUILDING AND FINANCING A EUROPEAN TRANSPORT INFRASTRUCTURE Mr. Kallistratos Dionelis ASECAP Secretary General ETF FORUM BRUSSELS,OCTOBER 23, 2003

A EUROPE of three different realities: The « Western » Europe, with a functioning transport network: long term maintenance The « Central » Europe with problems of congestion: traffic management + “realistic” investment in sensitive areas The « Eastern » Europe with mostly insufficient infrastructure network : urgent needs for investments EFT FORUM BUILDING AND FINANCING A EUROPEAN TRANSPORT INFRASTRUCTURE

In « Western » Europe the supplied networks generally meet the transport demand In « Central » Europe priorities request urgent measures: a) additional infrastructure is needed in identified areas b) development of environmentally friendly and efficient alternatives is the main issue c) technology driven traffic management is an important parameter « Eastern » Europe needs urgently more infrastructure EFT FORUM

The three “Europes” must be transformed in one Europe by planning - realising and operating a pan European transport network: To this end, the term “priority project” must be defined. An aggregation of national priorities of the European does not by definition lead to projects of common European interest. EFT FORUM BUILDING AND FINANCING A EUROPEAN TRANSPORT INFRASTRUCTURE

The project of common European interest should have the following: a planning answering to the common policy framework of the E.U. a realisation framework under the co-ordination of the European co-ordinator. An operation planning guaranteeing the sustainability of the projects and the involvement of the p.p.p. synergies. An answer to the cost externalities A) As a general rule the T.E.N.s meet well identified objectives: growth, cohesion, regional development, employment rates, etc. When meeting those targets the environmental and accident parameters are also considered at a priority level. B) In well identified sensitive areas the transport related externalities are basically answered by a better transport management and prudent measures.
