Outline of Presentation The problem – congestion & air pollution Reason for congestion The solution –Reduce car usage –Improve and expand public transportation –Alternative means of transportation –City restructuring

The problem – background 15 million inhabitants More than 3 million private cars Private cars increase by 1,500 / day Air pollution causes bad visibility, partly due to the congestion Health problems, hazardous substances in air

Why is it so congested? (1) Too many cars per ratio of infrastructure Rapid increase of cars Relatively low price on cars People’s attitude Cars of government employees are subsidized

Why is it so congested? (2) Insufficient public transportation Public transportation linkages and connections not adequate Infrastructure not dimensioned for the current situation – previous planning of city

Cars Increase tax and two-way tax system Expensive parking, fuel, car insurance Car-pooling Car restricted zones in hot spots – only for public transportation Gov. change their employee-transportation policy –Incentives, bonus system –Transportation funds for public transportation
