 CHARGE: To develop guidelines for the development of Advanced Programs for teachers at Purdue University that meet the standards of the National Board for Professional Teaching Standards (NBPTS).

 1. The NCATE definition of advanced programs should be used as the foundation for the development of all advanced programs for teachers at Purdue University.

 2. Advanced program guidelines should be followed for all program types including degree and/or certificate and/or licensure.  3. All curriculum components for advanced programs including methods courses, internships and/or practica must move beyond the basic mastery of content to develop deeper understandings, more sophisticated practice, and knowledge and dispositions that characterize leaders in the educational community. All practices in advanced program courses must be consistent with the standards of professional organizations.

 3. (Cont.)  Advanced preparation courses must also include addressing the following six areas: thinking critically and reflectively, communicating knowledge, synthesizing knowledge, creating and discovering knowledge, engaging in professional development, and participating actively in one’s profession. All advanced programs must include an internship or practica.

 3. (Cont.)  Furthermore, advanced programs must fully address the National Board for Professional Teaching Standards for the program area including: ◦ Knowledge of students, content, and curriculum ◦ Learning environment & instructional resources ◦ Equity, fairness, and diversity ◦ Promoting social understanding ◦ Reflective practice and professional growth ◦ Knowledge of educational organizations

 4. While all types of delivery methods are encouraged for advanced programs, quality high standards for advanced programs must be maintained in order to ensure that all curricular components and those of professional organizations including the National Board for Professional Teaching Standards are followed.

 5. Key assessment systems for advanced programs must address the mastery level for all curriculum components and include a variety of assessment methods and techniques that are both qualitative and quantitative

TIMELINE RECOMMENDATIONS:  August-September, 2008:   The report is presented to the COE Leadership Team, to the Teacher Education Council (in preparation for their September 23, 2008, meeting), and to the Teacher Education Program Convener Council.   The report is presented to the faculty responsible for advanced programs by the EDCI and ED Studies department heads. 

 October, 2008:   Continuing and reoccurring meetings are held with advanced program faculty by program area by members of the TEC Executive Committee Leadership, the Dean, and Department Heads.   Members of the TEC Leadership, the Dean, and Department Heads provide coaching advice and work sessions to bring all advanced program areas into compliance with the guidelines. 

 November, 2008:   Each advanced program must demonstrate that they have met all of the guidelines in advanced program area meetings with the Dean, appropriate department head, and TEC Leadership.

 As chair of the task force, I also want to thank the task force members for their work in developing this report and timeline. Their attention to the task and commitment to developing high quality advanced programs was greatly appreciated. 
