Kickoff Meeting for NYAC Telescope Proposal

Agenda Define the Process for Going Forward –This process to be ratified by the NYAC board of directors Discuss Issues –Goal of telescope –Criteria for Telescope –Parameter Space, Funding Models and Tradeoffs Open Nominations for Telescope Proposal Committee Presentations of Telescope Concepts

A Process Goal: to create an inclusive and transparent process which results in a proposal for a telescope which enables front-line research for the NY astronomical community and which has the support of the community. Major decisions are made by the NYAC board of directors

A Process Establish a telescope proposal committee (TPC) with broad institutional representation Committee will seek community input Produce a document describing a set of general criteria for the NYAC telescope This document will be subject to approval by the NYAC board of directors

Process NYAC will ask for white papers discussing particular telescope concepts. The white papers must be responsive to the established criteria The TPC will review the white papers and make a recommendation to the board of directors. The board of directors will choose a telescope concept.

Process NYAC will create a committee to write the detailed proposal. Oversight will be provided by TPC. The finished proposal will be presented to appropriate funders (depending on the funding model).

Issues: Criteria What do we want the telescope for? Enable front-line research for the NY state astronomical community Broad based (not niche) science drivers

Funders The NY State Universities –Don’t have much money –Variable resources –Might be hard to arrange cooperation NY State –Not really a history of doing this sort of thing –Would require benefits to NY economy –Telescope not likely to be in NY State

Funders NASA/NSF/DOE –Possible, but very strong competition Private Donor –Would want very exciting science

Parameter Space Buy time on existing or currently planned telescope –Easy, cheap –Who would fund this and why? –Access to community New ground based telescope –Expensive, but ours –Multiple sources of funding

Parameter Space Space Mission –Strong competition –Could do exciting science –Limited lifetime
