Revision of the Leap of Municipality Gostivar Skopje 2011 Toni Serafimoski Municipality of Gostivar Local Environmental Management in Urban Areas - Skopje 2011

INTRODUCTION Working experience and the problems that we are facing gave me the idea for the project Impossible implementation of Environmental laws Stakeholders; Gostivar Municipality Local Environmental Management in Urban Areas - Skopje 2011

Where am I at the moment? The project cycle Planning Implementing/ Monitoring Evaluating Local Environmental Management in Urban Areas - Skopje 2011

PROJECT DESCRIPTION Overall objective is that the implementation of the environmental law has to be easier My idea isn't to find new solutions but to use other countries experience where the implementation of environmental laws is almost prefect. It is important with informed inspectors, to coordinate the work of all the participants in implementation of laws, to satisfy citizens, a clean environment. Local Environmental Management in Urban Areas - Skopje 2011

Outputs and expected Outcomes experts in the field of environmental managing print brochures, workshops workshop in Infocenter office In Gostivar Municipality Environmental Inspectors are trained how to implement the law Macedonian experts ideas and solutions for leap changes foreign experts gives opinion about leap changes research about the situation with existing leap Implemented laws, Raised awareness about the environmental laws is needed for a healthy environment suggestions to the municipality council about possible changes Proposing changes on the existing Leap activity: commitment of the leap changes Make the implementation easier, law implementation

RISKS To find a real solution for implementation of laws Finding real methodological concepts for effective implementation Local Environmental Management in Urban Areas - Skopje 2011

ASSUMPTIONS With a signed agreement the conditions and obligations are stated about cooperation between stakeholders. Local Environmental Management in Urban Areas - Skopje 2011

PROJECT MANAGEMENT and ORGANISATION Project management is responsible for the technical support, administration support and law support. Consultants are responsible for suggestions, recommendations for finding the best solutions in the Local Environmental Area Local Environmental Management in Urban Areas - Skopje 2011

Reflections on the programme Expectations – then Expectations – now 1 Before the stay in Sweden I expected to acquire knowledge from European environment management 2 having knowledge for project planning, defining purposes goals and expected outputs. 1 short term goal sign of agreement 2. Long term goal Implementation of the law 3. Evaluation of the project for future improvements Local Environmental Management in Urban Areas - Skopje 2011

Specific things I learned from my colleagues 1. Besides the different experiences in different countries we have changed ideas for the future environmental plans in our countries and in Europe. 2. I’ve realized that the different point of view doesn’t mean a problem but a state of finding a solution. Local Environmental Management in Urban Areas - Skopje 2011

Specific things I learned from the period in Sweden The time I spent in Sweden was a very positive experience. The benefit of urban environmental planning GIS as a planning support system for the planning … The best environmetal solutions in Stokcholm  I know how to write a project document and now I have an ideal matrix for how to organize Environmental inspectors to be more efficient. Local Environmental Management in Urban Areas - Skopje 2011

How I have shared my experience in Sweden with my colleagues at work 1, The experience gained in this stay was motive for me to acquire professional approach and experience from Swedish dealing with Environment. 2, Some of the ideas will change the way of our work and I hope that will be one of the main outputs of the project. Local Environmental Management in Urban Areas - Skopje 2011

Successes and challenges: Changes I have been able to effect in my own work, and within my organization: 1, The most important thing is that the problem isn’t an absence of solution but a complexity of inconvenient states which should be solved by the most suitable solution. 2, To be opened for the ideas to make analysis and predict the results are qualities of a good manager. Local Environmental Management in Urban Areas - Skopje 2011

Being a ‘change agent’ and using projects as tools for change What i have learned: What I need to know more about: To make an efficient change you should have a plan not just a idea. A project document is the best way to present the ideas. The short guideline of all lows can contribute and simplify the implementation I need the support of my European colleagues, the expert’s opinions. How to acquire Environmental inspectors independence and to change the way of financing their work. The situation at this moment is the salary which doesn’t depend on the efficiency at work Local Environmental Management in Urban Areas - Skopje 2011

What I wish had been different The lectures and the study visits: The group work and project for change: 1. I’m grateful to my colleagues for all the support and I wouldn’t change anything. 1.The work on project and instructions from my mentor gave me knowledge how to organize my planes and realize the ideas. I expect further support on the other phases of the project. Local Environmental Management in Urban Areas - Skopje 2011
