Communications Services Overview Responsibilities: –Enterprise Services – Agency end-to-end network and data services, voice services, collaboration services, mission services, communications strategy generation, and GSA contract integration. This is to include WAN and LAN communication services at all NASA Centers and associated component facilities. –Center and Associated Component Facility Services – Centers have the option to opt in/out of the following services: cable plant management, Emergency Warning System (EWS), public address system, radio, telephone service, Voice over Internet Protocol (VoIP), and cable television (TV). –Unique Services – infrastructure for Russia IT services, NASA National Security Systems (NSS) service IT support, and Digital Television (DTV) engineering services. Ensures these infrastructure elements are managed by setting the budget, appropriate architecture, technical standards, and standard operating procedures that enable the NASA workforce to the ability to communicate securely anywhere, at any time, utilizing communication technology that will be so reliable, available, responsive and robust that it will be transparent. Work with Technology and Innovation Division, Network Architecture Working Group, Enterprise architecture group, and Communications Service Office Emerging Technology Group to ensure new products are assessed for viability in the NASA environment

Communications Services Major Contract Vehicles NASA Integrated Communications Services (NICS) - Scientific Applications International Corporation (SAIC) NICS is a Cost Plus Award Fee (CPAF)/Cost Plus Incentive (CPIF)/Award Fee (AF) plus some IDIQ –Minimum contract value (through base period): $372M –Maximum contract value: $1.3B Period of Performance of 10 Years (3-Year Base + 2, 3, and 2 year options): Type of ContractOptionsPeriod of Performance (POP) CPAF w/some IDIQ Base (3 Yrs) June 1, May 31, 2014 CPAF/CPIF w/some IDIQ Option 1 (2 Yrs) June 1, May 31, 2016 CPAF/CPIF w/some IDIQ Option 2 (3 Yrs) June 1, May 31, 2019 CPAF/CPIF w/some IDIQ Option 3 (2 Yrs) June 1, May 31, 2021

Communications Services Major Contract Vehicles GSA Networx Contractors – AT&T, Verizon, Qwest, Level3, and Sprint The 11 Networx NASA Master Agreement/Delivery Orders (MA/DOs) are firm-fixed price.

Characteristics of Success for NICS/CSO Seamless integration between NICS operations and the other I3P contracts Integrated, streamlined support of the Agency and Center governance model and processes. Participation in NICS grows so that maximum participation is achieved. NICS is routinely cited by Government and industry as a model for quality of service and cost containment. Demonstration of improved NICS services at a per capita decreased cost on an annual basis. NASA mission organizations repeatedly seek out the NASA OCIO to partner Configuration control data is an authoritative source for communications configuration management across the Agency. Strong IT security posture in IT infrastructure services

Communications Services Integration Bundled Seats –NICS(SAIC) works with ESD (CSC), EAST (SAIC), ACES (HP ES) and WEST (TBD) as documented in Associate Contractor Agreements (ACAs)
