2  All CSU Funds are governed by the provisions of Executive Order 1000, Delegation of Fiscal Authority and Responsibility  CSU Funds are administered under a unified system of CSU policies, standards, and definitions pertaining to the administration and safekeeping of university assets, budgetary accounting and classification, financial accounting and classification, and financial reporting, and is inclusive of financial transactions between the campus and recognized Auxiliary Organizations.  All fiscal policies, standards and definitions are promulgated, published and maintained by the CSU Executive Vice Chancellor and Chief Financial Officer.  Campus Presidents are delegated authority for the effective oversight of all state funds held by the campus

CSU General Operating Funds 3  Each campus establishes a CSU Operating Fund. Campuses report revenues and expenses related to state-supported instruction and related programs and operations exclusively in the CSU Operating Fund.  The Operating Fund is comprised of two principle sources of revenue: State General Fund appropriations and student fee income.  The Operating Fund is adjusted annually to reflect the Board of Trustees’ budget plan and State budget act appropriations.

4  Established in 1984, the Lottery Fund represents a supplemental appropriation to the CSU Operating Budget and supports only instruction or instructionally related activities.  The Lottery Fund is governed by Government Codes and  “Purpose and Intent:.... it is the intent that the net revenues of the California State Lottery shall not be used as substitute funds but rather shall supplement the total amount of money allocated for public education in California.” “… all funds allocated from the California State Lottery Education Fund shall be used exclusively for the education of pupils and students.” CSU General Operating Funds

5  CSU established policies based on Lottery Act provisions that require lottery allocations:  Be widely acknowledged as consistent with the provisions of the California State Lottery Act of 1984  Supplement, not supplant, state funding of instruction  Be widely acknowledged as a valuable enhancement of the instructional program  Not make long-term funding commitments

CSU General Operating Funds 6  How Lottery Allocations Are Distributed  Lottery Funds are distributed for four Chancellor’s Office systemwide programs and Campus Discretionary Programs  Chancellor's Doctoral Incentive Program, California Pre-Doctoral Program, CSU Summer Arts Program, Academic Program Support  Campuses receive notification of Lottery Fund allocations to be distributed during the year at the start of the fiscal year  Lottery Allocations are distributed to campuses on a quarterly basis because CSU receives allocations from the State on a quarterly basis.

CSU General Operating Funds 7  Appropriate Use of Lottery Allocations  Lottery Fund allocations should be generally limited to expenditures applicable to the program categories of Instruction, Academic Support, and Institutional Support since they represent areas most directly related to classroom instruction and systemwide implementation costs.  No funds shall be spent for acquisition of real property, construction of facilities, financing of research, or any other non-instructional purpose. Therefore, capital outlay, research, and non-instructional activities are specifically prohibited by the Lottery Act.  Detailed information on the use of funds can be found at the Budget Office website

8 Enterprise Funds Funds maintained in CSU Trust Fund for self-supported activities  Continuing Education Revolving Fund (CERF)  All revenues received by the Trustees for CERF may be used for support and development of self-supporting instructional programs of the California State University or pledged for the acquisition, construction, and improvement of the facilities for extension programs, special session, and other self-supporting instructional programs. Funds may also be pledged to supplement other revenue funded projects relating to debt obligations.  Dormitory Housing Revolving Fund (DRF)  The trustees may prescribe student housing rental rates and fees to provide revenues for student housing programs. All revenues received by the trustees from housing rental rates and fees may be pledged for the acquisition, construction, and improvement of student housing projects, and may also be pledged to supplement other revenue funded projects relating to debt obligations.

9 Enterprise Funds  Parking Revenue Fund  Revenues received by the trustees from any of the motor vehicle parking facilities may be pledged for the acquisition, construction, and improvement of parking facilities and other transportation facilitates. Parking funds may also be used for the study, development, enhancement, operation, and maintenance of alternate methods of transportation for officers, students, and employees of the CSU. Funds may also be pledged to supplement other revenue funded projects relating to debt obligations.

CSU Fund Principles 10  The CSU Operating Fund for State, student fee and Lottery revenues must adhere to CSU Board of Trustees budget plan priorities, budget act provisions, and Education and Government Code statutes. These revenues are used for the general instructional and related costs required to provide access to students.  Self-supporting enterprise funds are restricted to purposes associated with fees charged and cannot be used for general operating support.
