House Bill 487 defines “Industry Certification.” It is defined as: A voluntary process through which students are assessed by an independent, third-party certifying entity using predetermined standards for knowledge, skills, and competencies, resulting in the award of a credential that is nationally recognized and must be at least one of the following: (a) Within an industry that addresses a critical local or statewide economic need; (b) Linked to an occupation that is included in the workforce system's targeted occupation list; or (c) Linked to an occupation that is identified as emerging.

Perkins Technical Skills Attainment (TSA) list is used as part of your district Perkins grant accountability. Certifications on this list are tied directly to a program and require 150 hours of instruction. May include industry certifications but often these are assessment items.

General Information about the FEFP Calculation Funding is based on the prior year industry certification activity reported in Survey 5 for the K- 12 database FEFP Calculation files are posted by the Department here: District staff must work with their own finance office regarding the disbursement of funds 9

General Information about the FEFP Calculation Each district must allocate at least 80 percent of the funds provided for industry certification, to the program that generated the funds. This allocation may not be used to supplant funds provided for basic operation of the program. (such as salary or Perkins)

General Information about the FEFP Calculation Calculation for high school students will no longer be capped at 0.3 FTE per student Middle grades students earning industry certifications will be included for a maximum of 0.1 FTE Middle grade students earning Digital Tool Certificates will be able to earn a maximum of 0.1 FTE per school year. (each Digital Tool Certificate is weighted FTE)

Teacher Bonus Funding Bonuses must be distributed in to eligible teachers based on certifications funded in the FEFP calculation Districts need processes for determining the teachers who provided direct instruction. The FLDOE does not distribute these funds. NOTE: Bonuses are funded by the district from the funds generated in the FEFP calculation for the add-on FTE. There is no separate funding source. There is no bonus for Digital Tool Certificates

Registering Academies Registration window is between August 15 and September 15 for High School academies and September 16 to October 15 for Middle School academies. Superintendents certify that each registered academy meets all of the requirements in statute. Registration process creates a 3-digit identifier for the academy This identifier is used to identify students enrolled in the academy and reported in Surveys 2, 3, and 5 Academies must be re-registered each year. Registration of an academy does not qualify students for funding.

CAPE Academy Requirements Provide a rigorous standards-based academic curriculum integrated with a career curriculum; consider multiple styles of student learning; promote learning by doing through application and adaptation; maximize relevance of the subject matter; enhance each student’s capacity to excel; and include an emphasis on work habits and work ethics. Include one or more partnerships with postsecondary institutions, businesses, industry, employers, economic development organizations, or other appropriate partners from the local community. Such partnerships must provide opportunities for: Instruction from highly skilled professionals who possess industry-certification credentials for courses they are teaching. Internships, externships, and on-the-job training. A postsecondary degree, diploma, or certificate. The highest available level of industry certification. Maximum articulation of credits pursuant to s , F.S., upon program completion.

CAPE Academy Requirements Promotes and provide opportunities for career and professional academy students to attain, at minimum, the Florida Gold Seal Vocational Scholars award pursuant to s , F.S. Provides instruction in careers designated as high skill, high wage, and high demand by the regional workforce development board, the chamber of commerce, economic development agencies, or the Department of Economic Opportunity Delivers academic content through instruction relevant to the career, including intensive reading and mathematics intervention required by s , F.S., with an emphasis on strengthening reading for information skills. Offers applied courses that combine academic content with technical skills Provides instruction resulting in competency, certification, or credentials in workplace skills, including, but not limited to, communication skills, interpersonal skills, decision making skills, the importance of attendance and timeliness in the work environment, and work ethics

Registering Career-themed Courses Districts are required to annually register the career-themed courses (CTCs) that meet the requirements of s , F.S. The initial CTC registration period is from October 16 to November 30 and updates shall be allowed to be submitted after the initial registration period during the subsequent period of February 1 to February 28. Superintendents certify that each CTC meets all of the requirements in statute. CTC registration does not generate an academy identifier. Registration of career‐themed courses is the only mechanism in which students earning CAPE Industry Certifications and CAPE Acceleration Industry Certifications qualify for funding in the FEFP under s , F.S.

© 2014, Florida Department of Education. All Rights Reserved. Q. When will CAPE Digital Tool Certificates be funded? In the FEFP. There is a 0.1 FTE funding cap per fiscal year for elementary and middle grades students.

If a middle grades student earns a CAPE Digital Tool Certificate that is also part of an exam bundle, can the Digital Tool exam be used toward attainment of another certification? No. Middle grades student who earn additional FTE membership for a CAPE Digital Tool certificate may not use the previously funded examination to satisfy the requirements for earning a CAPE Industry Certification. Example: Middle grades student earns the Microsoft Office Specialist for Excel; that exam may not be used and funded as part of the MOS bundle (MICRO069).
