SWACCH ANDHRA CORPORATION SWACHHA ANDHRA WORK SHOP TO MUNICIPAL COMMISSIONERS & MUNICIPAL ENGINEERS ON OPERATIONAL GUIDE LINES TO IHHTs Date : 02-05-2015

SWACHHA ANDHRA I. INTRODUCTION The GoI have issued Swachh Bharath guidelines for total sanitation by construction of Individual Household Toilets and Community Toilets as per need. GoAP is formed a Swachh Andhra Pradesh Corporation for implementation of construction of toilet programmes for the Urban households who are not having toilet facility, to eradicate open defecation and to improve sanitation in the urban area. In this connection Operational guidelines are herewith prepared for the Municipal Engineers who will play major role in the implementation of the programme.

II. District Level Committee SWACHHA ANDHRA The District Collector shall constitute a District Level Committee to implement and monitor Swachha Andhra (Urban) Programme. District Collector - Chairman Municipal Commissioner of District Head Quarter- Member Convenor All Municipal Commissioners in the district Project Director, MEPMA Project Director, Housing Superintendent Engineer (PH) The above committee shall be responsible for implementation and monitoring of Swachha Andhra / Swachh Bharat Mission in respect of all Urban Local Bodies.

III. ULB Level Committees SWACHHA ANDHRA III. ULB Level Committees The Commissioners shall constitute Programme Implementation Unit (PIU) for the implementation of Swachha Andhra Mission Programme with the following members at ULB level. In case of Municipal Corporations: 1. Additional Commissioner. 2. Superintending Engineer 3. Municipal Health Officer/Chief Medical Officer 4. TLF President (SHGs). Project Director, UCD / TPrO / TMC. In case of other Municipalities / Nagara Panchayaths: 1. Municipal Assistant Engineer. 2. Office Manager. 3. Health Officer / Sanitary Supervisor / Sanitary Inspector. 4. Town Project Officer / TMC. 5. Town Level Federation (TLF) President.

SWACHHA ANDHRA IV. Formation of Teams Sufficient number of teams (slums / cluster of slums / ward wise) to be formed for physical verification of beneficiaries. Each team shall consists of at least one Official and one SLF representative. The respective teams shall submit their reports to PIU within 7 working days. After identification of beneficiaries Applications shall be received from the beneficiaries in the format (Annexure-II) of already communicated guidelines along with 1.Photocopy of the Aadhaar card 2.Bank account particulars 3.Mobile Number Beneficiary need to be appraised that amount towards construction of toilets will be electronically transferred to the beneficiary account given.

V. Finalisation Beneficiaries SWACHHA ANDHRA V. Finalisation Beneficiaries The Commissioner along with PIU shall scrutinise the applications and finalise the beneficiaries list and shall display the list of all eligible beneficiaries at Ward / Municipal office for public information and transparency. Any claims and objections shall be verified and decided by the Municipal Commissioner. Commissioner along with PIU shall use discretion for finalisation of mode of construction of IHHTs.

VI. PRE-CONSTRUCTION ACTIVITY : SWACHHA ANDHRA VI. PRE-CONSTRUCTION ACTIVITY : The Commissioners/ Municipal commissioners concerned shall prepare a day wise plan immediately after completion of the state level training programme scheduled on 2nd of May for verification of applications immediately in a week i.e., 3rd to 10th of May with the help of Municipal Engineer. After launching of the programme on 11th May the Commissioners/ Municipal commissioners shall direct the Municipal Engineers concerned to plan for procurement of required material like cement, bricks, sand, chips, RCC rings etc., well in advance i.e., at least one week in advance (i.e., 23rd May) for the foundation stone to be laid by Hon’ble Chief Minister of Andhra Pradesh of 1st or 2nd of June, to avoid delay in construction work. The Commissioner/Municipal Commissioners shall plan and direct the Municipal Engineer to complete the entire target of IHHTs by the end of June at any cost.

The Municipal Engineer shall collect the list of SWACHHA ANDHRA The Municipal Engineer shall collect the list of beneficiaries from their respective Commissioners /Municipal Commissioners and arrive the total no. of Individual House hold toilets to be constructed. The total materials required for the completion of total IHTs in the respective Corporation or Municipality shall be assessed and can be estimated in the following manner for a toilet of size 750mm x 900mm with 2 pit system. Engineer shall guide and facilitate the SLFs in procurement of material by i) identification of reputed material suppliers / agencies ii) grouping the no nearby SLFs so that the overheads like transportation etc. will reduce. The Engineer shall advise the beneficiary/SLF to adopt suitable foundation as per the soil condition. The municipal Engineer shall inspect the site of construction and shall Geo-tag the vacant site before construction.

VII. Construction – Mobilization of Materials SWACHHA ANDHRA VII. Construction – Mobilization of Materials Required materials: i) Rough stone/ cement blocks for foundation. ii) Country bricks / Hallow bricks / Fly ash bricks / Cement bricks for superstructure (as per local availability). iii) Sand. iv) 20 / 40 mm Hard Granite metal for basement of superstructure. v) RCC rings and RCC cover for soak pits. vi) Sanitary items: water closet (Indian / Western) with ISI mark, P-trap, disposal pipe like PVC / SWG / HDPE etc. vii) Ordinary Portland Cement. viii) Roof material: 2 inches MS pipe, J-bolts, fibber corrugated sheet. ix) Door: GI sheet with country wood frame / PVC door. x) Tap connection. xi) Fixing of electrical bulb.

Construction – Mobilization of Materials SWACHHA ANDHRA Construction – Mobilization of Materials The materials required for the completion of total IHHTs in the respective ULBs shall be assessed and estimated. For a toilet of size 750mm x 900mm with 2 pit system the tentative requirement is as follows. The Engineer shall advise the beneficiary/SLF to adopt suitable foundation as per the soil condition.

Construction – Mobilization of Materials SWACHHA ANDHRA Super Structure 1 Sand 0.82 Cum 2 Cement Bags 3 Bricks ( Burnt clay /Cement/ Fly ash /FAL-G) 420 Nos 4 W.C. pan&P trap 5 Connection pipe (PVC/HDPE/SWG) Mtrs 6 Roof (AC sheet /FRC sheet/Polished shabad stone)   7 Door (MS shutter with MS frame / Solid board shutter with readymade RCC frame or any other) 8 CI cover for junction chamber 9 Cement Jally 10 Re-cast RCC cover per Twin pit 11 Tap & Water supply pipe LS 12 Labour charges As applicable

VIII. ACTIVITY DURING-CONSTRUCTION SWACHHA ANDHRA VIII. ACTIVITY DURING-CONSTRUCTION Marking shall be given by the Municipal Engineer and shall inspect the construction activity at random at regular intervals. He shall geo-tag the photograph of construction i) after completion of basement ii) completion of super structure. Simultaneously, he may deploy the local Engineering’s/Engineering students engaged by the respective Commissioners for supervision. He shall guide the SLFs in the construction procedure and also shall guide the mason(s) as and when required. Procurement of material by i) identification of reputed material suppliers / agencies ii) grouping the no nearby SLFs so that the overheads like transportation etc. will reduce.

IX. POST-CONSTRUCTION ACTIVITY SWACHHA ANDHRA IX. POST-CONSTRUCTION ACTIVITY He shall geo-tag the photograph of completion (of Roof and fixing of door and WC pan). He shall inspect the functionality of the toilets after usage by the beneficiaries. In case any defects are noticed, he shall guide them for rectification.  

X. Role of Self Help Group (SHG) SWACHHA ANDHRA The existing SHG Monitoring Committee of slum level federation (SLF) shall involve in the following activities. Awareness to all the members shall be given on need, construction and usage of toilet through orientation programs and distributing IEC material. Identification of the beneficiaries and submission of the list SHG wise to the Commissioner and maintaining a register on further progress of work. Facilitating in procurement of construction materials for economising the cost by grouping the nearby beneficiaries so that they procure the material jointly. Monitoring the construction work on day to day basis so that work will be completed as per schedule. Ensuring all the beneficiaries to have an Aadhar linked bank account.

XI. RECORDING AND PAYMENT SYSTEM SWACHHA ANDHRA XI. RECORDING AND PAYMENT SYSTEM In case of construction taken up by the SLFs: a) After capturing of vacant site photograph though Geo-Tagging an amount of Rs.5000/- for each beneficiary shall be released to the respective SLF as 1st installment of release. The Asst. Engineer /Asst. Executive Engineer shall record that proceedings in the M.Book as the advance payment. b) The Asst. Engineer /Asst. Executive Engineer shall record the M. Book after completion of basement level including Geo-tagging the photograph and recommend for payment for release of 2ndinstallment of Rs.5000/- as per the regular procedure of recording in regular engineering departments. c) The Asst. Engineer /Asst. Executive Engineer shall record the M. Book after completion of toilet in full shape including Geo-tagging the photograph and recommend for payment for release of 3rdinstallment of Rs.5000/- as per the regular procedure of recording in regular engineering departments.  

In case of construction taken up by the Individual Beneficiaries: The Asst. Engineer /Asst. Executive Engineer shall record the M. Book after completion of basement level including Geo-tagging the photograph and recommend for payment for release of 1st installment of Rs.5000/- as per the regular procedure of recording in regular engineering departments. The Asst. Engineer /Asst. Executive Engineer shall record the M. Book after completion of super Structure (up to roof level) including Geo-tagging the photograph and recommend for payment for release of 2nd installment of Rs.5000/- as per the regular procedure of recording in regular engineering departments. The Asst. Engineer /Asst. Executive Engineer shall record the M. Book after completion of toilet in full shape including Geo-tagging the photograph and recommend for payment for release of 3rd installment of Rs.5000/- as per the regular procedure of recording in regular engineering departments.  

Type I : Steps for construction of toilet with Twin Pits SWACHHA ANDHRA XII. METHOD OF CONSTRUCTION IN DIFFERENT SOILS Type I : Steps for construction of toilet with Twin Pits Earth work excavation to be decided depending on soil condition. PCC (1:5:10) or (1:4:8) base concrete with 40mm metal of 0-6” thick is proposed. 9” width cement blocks/clay bricks/RR stone may be used for construction up to ground level . Above ground level again 9” width cement blocks/clay bricks/RR stone may be used for construction to a height of 1’-6 to 2’-0”. Using 0-4.5” width cement blocks/clay bricks may be used for superstructure to height of 6’-0” to 7’-0”. Construct two leach pits with 8 RCC rings of 1/2ft. depth in each pit. Plastering is done both inside and out side. Complete with flooring, fixing of pan and door shutter.

SWACHHA ANDHRA XIII. TIME LINE Municipal Engineers shall prepare schedule of work and issue to the SLF for completion of works as per the Action Plan of the ULB. A model action plan in case of toilet with twin pits may be followed as follows:  Day Activity Day 0-20 The Municipal Engineer shall plan and guide the SLF for procurement of entire materials required for number of toilets. Day 21 Excavation of Basement and leach pits. Day 22-23 Construction of Basement and placing of RCC rings. Day 24 Allow for Curing. Day 25-26 Construction of walls for super structure and Junction chamber. Day 27 Day 28-29 Plastering to super structure. Day 30 Day 31-35 Fixing of Door Sanitary items i.e. WC, Connection pipe, Lid for the leach pits and Fixing of Roof.
