Outcomes of the ASEAN Summits The new ASEAN ICT Masterplan could be finalised and endorsed before the 27th ASEAN Summit on 19-21 November 2015, when ASEAN Community’s Post-2015 Vision would be announced.

ASEAN ICT Masterplan 2020 Development 8 Strategic thrusts are proposed: Economic Development and Transformation People Integration and Empowerment Through ICT Innovation ICT Infrastructure Development Human Resource Development ICT in the ASEAN Single Market New Media and Content Information Security and Assurance The development will continue and the next revision, along with the vision for ASEAN ICT 2025 (10-year vision), is expected as one of the outcomes of the next TELSOM-ATRC Leaders Retreat. Revised ASEAN TELSOM Project Implementation and Fund Management Manual (ATPMM)

The Revised Project Implementation and Fund Management Manual TELSOM adopted the revised ASEAN TELSOM Project Implementation and Fund Management Manual (ATPMM) which will be effective starting at 1 Feb 2015. Key changes: Requirement of approval of Self-funded ASEAN projects Increase in the percentage of budget retained until project completion Compliance to national procurement procedures. Definition of consultant’s fee and its rate adjustment Budget utilisation monitoring procedure Tighter project completion timeline. To improve the efficiency of project management and utilize the ASEAN ICT Fund TELSOM has reviewed and adopted the revised ASEAN TELSOM Project Implementation and Fund Management Manual (ATPMM) Key changes include: Self-funded cooperation projects shall go through the TELSOM approval process. 20% of the project budget cannot be disbursed until the submission of project completion and financial reports. AMS may conduct procurement in accordance with their respective national procurement procedures. More specific definition of consultant’s fee and a new fee rate based on current international rate Requirement for proponent to submit quarterly financial report on the disburse budget Shorter timeline for project completion.

Second Contribution of ASEAN ICT Fund

Second Contribution of ASEAN ICT Fund Each ASEAN Member States will contribute an amount of USD 500,000 Be paid in one full sum or in five equal installments of USD 100,000 The first installment shall be paid no later than 31 December 2017 The last installment no later than 31 December 2022
