Review of 2nd TELSOM-ATRC Leaders’ Retreat Held on September 15-16, 2014 in Kuala Lumpur, Malaysia. Agenda of Discussions: Pending Matters; Annual budget for 2015; Preparation for TELMIN14; ASEAN ICT Masterplan 2020 Development.

Pending Matters 1 Streamlining of TELSOM and ATRC meetings Reduce the number of annual meeting from 7 to 4 by combining the working group-level meeting of TELSOM and ATRC into one meeting. 2 Restructuring of TELSOM and ATRC meeting proposal to move ASEAN Network Security Action Council (ANSAC) from ATRC to TELSOM. 3 Revision of ASEAN TELSOM Project Implementation & Funding Management Manual (ATPMM) Requirement of approval of Self-funded ASEAN projects Increase in the percentage of budget retained until project completion Compliance to national procurement procedures. Definition of consultant’s fee and its rate adjustment Budget utilization monitoring procedure Tighter project completion timeline. 4 The justification Paper for the next AMS contribution to ASEAN ICT fund. Each ASEAN Member State will contribute an amount of USD 500,000, can be paid in one full sum or in five equal installments of USD 100,000 per year

The meeting considering on the Bangkok statement: Expedite the implementation of the rest action lines in AIM 2015 Continue to promote Outputs/Achievements under 6 Thrusts The 2nd Contribution of ASEAN ICT Fund Formulation of the post- 2015 AIM Strengthen Partnership with Dialogue Partners

ASEAN ICT Masterplan 2020 Development 8 Strategic thrusts are proposed: Economic Development and Transformation, People Integration and Empowerment Through ICT, Innovation, ICT Infrastructure Development, Human Resource Development, ICT in the ASEAN Single Market, New Media and Content, Information Security and Assurance.
