CONCLUSIONS OF WORKSHOP 1.DIRECT PAYMENTS AND CMO

Questionnaire with 22 proposals Indicate whether a proposal is relevant to your Paying Agency (PA) and, whether you support implementation of the proposal (3 possible answers: YES; NO; N/A) Evaluate the impact of the proposed solution on: reduction of costs for the PA reduction of the error rate reduction of costs for farmers (Used grades from 1 to 5, where 1 is little impact, 5 very significant reduction) Evaluation of additional proposals 3 Survey on simplification of Direct payments

Abolish requirement for establishing EFA-catch crops as a mixture of crop spices. Amendments to Article 45 (9) of Regulation (EU) No 639/2014. Do not require to include in the EFA-layer of the LPIS EFAs that are not declared by farmers and EFAs on disposal of farmers exempted from EFA maintenance. Only EFAs declared by farmers should be included in the EFA-layer of the LPIS. Amendments to Section 3.1 of EFA layer guidance (DSCG/2014/31-FINAL). Top issues to be dealt in nearest future 4

Increase the tolerance for overdeclarations from 0.1ha to 0.5 ha. Amendment to Article 18 (6) of Regulation (EU) No 640/2014. Do not require to include in the EFA-layer of the LPIS EFAs situated on arable land that are not truly stable ( e.g. fallow, field margins, catch crops and nitrogen fixing crops). Do not apply 3-year-principle on those types of EFAs. Amendments to Commissions guidance document (DSCG/2014/31 Rev2-FINAL). Top issues to be dealt in nearest future 5

If a farmer is selected for the on the spot check for the greening, only one visit per farmer is envisaged. During the check all available elements of greening are checked and there are no additional controls for the elements which can not be checked at the date of the control. Basic payment scheme and IACS related Rural development measures shall have the same selection for on the spot checks. Minimum 5% level of checks shall be established at the level of beneficiaries not the measures. Gains: If a farm is selected for on the spot check, all IACS support measures are checked on the farm Smaller total number of farms to be subjected to area related on the spot checks – reducuced number of visit Simplified selection for on the spot checks During the check controler can check all the elements, not only the ones selected for control Issue to be included in Presidency summary on simplification for the Council 7
