Enhancing the Implementation of MRA in ASEAN Region ATRC WG Meeting Seam Reap, 28 – 30 April 2015

Objective To conduct a survey in order to identify the barriers and challenges encountered by ASEAN member states in the implementation of the existing MRA for conformity assessment (MRA CA), with the aims to address the issues and brainstorm on possible ways to assist member states to participate in the MRA Activities Circulating the questionnaire (5 responding countries) Conducting the workshop (5 participants) 21st August 2014 in Yogyakarta, Indonesia

Summary Implementation MRA Country Implementing MRA : a.Singapore (Phase I & Phase II) b.Brunei and Singapore are now doing the Phase 2 and Brunei recognizes the CABs (TUV, SUD, PSB) in Singapore c.Viet Nam MRA Phase 1 with Singapore (with the scope of terminal equipments, radio equipments and IT equipments) MRA TE Among National Accreditation Body a.Indonesia Accreditation Committee b.Singapore Accreditation Council c.Bureau of Accreditation Directorat of Standards, Methodology and Quality (STAMEQ) of Viet Nam

Summary Implementation MRA (cont) Benefit MRA TE : a.Reduce resources spent in testing telecom equipment and conformity assessment of telecommunication equipment for approval b.In terms of equipment registration, no need further evaluation Challanges and obstacles to implement MRA : lack of... a.Conformity assessment infrastructure (testing laboratory) b.Support and demand from private sector c.Authority or legislative power

Recommendation Based on the feedback of questionnaire and decision of workshop : All delegation agree to strengthen the implementation of MRA ATRC is expected to be able to facilitate by channel, ways, guidlines/procedures on joining MRA On MRA SE, ATRC should have one standard for ASEAN Countries ATRC member country may adopt standard produced by international standardization bodies due to some countries lacks of conformity assessment infrastructure, and have legal difficulties.
