Mission Objectives Elimination of open defecation Eradication of Manual Scavenging Modern and Scientific Municipal Solid Waste Management To effect behavioral change regarding healthy sanitation practices Generate awareness about sanitation and its linkage with public health Capacity Augmentation for ULB’s To create an enabling environment for private sector participation in Capex (capital expenditure) and Opex (operation and maintenance)

Mission Strategy Comprehensive Sanitation Planning, which includes – (a) City Level Sanitation Plans – (b) State Sanitation Concept – (c) Sate Sanitation Strategy Behavioral Change Strategy and IEC Enabling environment for private sector participation Capacity building

Swachh Bharat Mission Coverage:All 4041 Statutory Towns Components: 4 Individual Toilets Community Toilets Public Toilets Solid Waste Management Capacity building IEC and Administrative support

Swachh Bharat Mission Government of India Support Individual Toilets:Rs. 4000/- incentive Community Toilets:40% VGF Public Toilets:Nil Solid Waste Management:20% VGF IEC: 15% of GoI Funds Capacity and Admin: 5% of GoI Funds 5

Swachh Bharat Mission Procedure: Household Toilets Beneficiaries : Any household that a) Does not have a toilet OR b) Has an insanitary toilet No distinction based on income or any other type of classification Unauthorized colonies/ slums are also included 6

Swachh Bharat Mission Procedure: Household Toilets Beneficiary to apply online to ULB Simple format Self Undertaking Time Bound Verification Add State share and release incentive List of beneficieries to be put on public domain 7

Procedure: Household Toilets Location based technologies Geo-tagged photographs of toilets Release of second instalment after verification of progress State Government to add or facilitate Grants/Loans/Support for needy Swachh Bharat Mission 8

Community Toilets Beneficiaries: Group of households who practice OD and have no space Group to be identified either on own application or survey based Tenure Security issues are de-linked 9

Procedure: Community Toilets ULBs to identify land/site & Design Maintenance to be in-built 40% VGF/Grant by GoI ULBs to follow State’s policy on PPP Projects to be sanctioned by ULBs Procurement as per State’s rules applicable to ULBs Swachh Bharat Mission 10

Public Toilets ULB to identify Land/Site Project on PPP No GoI support Land Leveraging Swachh Bharat Mission 11

Swachh Bharat Mission Solid Waste Management 20% VGF/Grant by GoI to each project Decentralized SWM to be promoted DPR preparation by ULB Appraisal and Approval of projects at State Level 12

Financial Provisions State Governments to add a minimum of 25% of Central Government’s contribution For N.E. States and special category states it is minimum 10% of Central share Private Sector Participation to be encouraged Balance resources to come from other sources like beneficiary contribution, user Charges, CSR, SBK etc. Swachh Bharat Mission 15

Release of Grants Rs 2000/- per HH Toilet to be released upfront to states on reciept of concept Sanitation strategy. Total amount depending upon census 2011 figures & Budget availibilty. Part of GoI contribution for VGF/Grant, shall be released on reciept of concept Sanitation strategy. This initial grant will be replenished on the basis of utilisation claims of state governments. State government must release central share along with state share to ULB’s within 30 days. Swachh Bharat Mission 16

Tasks For ULB’s Immediately prepare inputs for Concept Note on State Sanitation (Simple Version) to expedite State Proposal for release of first installment Prepare City Sanitation Plan as per NUSP 2008 Identify households practicing open defecation Engage in IEC/BCC Strategies Provide appropriate solutions for each identified House hold Identify sites and design revenue model for Community and Public Toilets Design a Modern and Scientific SWM 19 Swachh Bharat Mission

Tasks For States-I Concept State Sanitation Note (Simple Version) State Sanitation Strategy as per NUSP Selection of DPR Appraisal Agency Empanelment/selection of agencies for DPR preparation for SWM of all cities Sate PPP Policy (Wherever required) Delegation of powers to ULB’s (wherever needed) Policy for leveraging land by ULB’s for Public and Community Toilets. 20 Swachh Bharat Mission
