MISSION THE MISSION OF THE J2/3 IS TO COORDINATE AND MANAGE MILITARY SUPPORT TO CIVIL AUTHORITIES TO PROTECT THE PUBLIC SAFETY OF THE PEOPLE OF INDIANA; TO PROVIDE DIRECT COMMAND AND CONTROL FOR ASSIGNED WEAPONS OF MASS DESTRUCTION-CIVIL SUPPORT TEAMS.

INNG Joint Operations Center – Layout of functional areas and equipment locations. All message traffic is logged in functional area staff journals, keeping functional area message traffic separate. Commander’ Critical information Requirements (CCIRs) are posted in plain view so all working staff as a clear understanding and quick reference to follow. Battle Drill One - is the first stage in understanding functional areas, mission, purpose, score of responsibilities within the Joint Operations Center (JOC).

J-1 PERSONNEL Provides current personnel strength, casualty statistics, and coordinates future personnel replacements and medical requirements. RESPONSIBILITIES: Collects, analyzes, posts and briefs strength status and personnel loss estimates. Maintains a manning roster by unit, mission number, name, officer, warrant officer or enlisted, rank and SSN. Coordinates the pay of personnel on SAD.

Coordinates with the staff for the development and maintenance of morale, to include leave programs, rest and recreational facilities, religious activities, legal, welfare and exchange services. Coordinates State Compensation Insurance Fund payments for injured personnel on SAD, with State Comptroller. Generates, processes and follows-up on awards, decorations and letters of appreciation to guard personnel and their employers prior to JOC deactivation. J-1 Continued

Maintains a staff journal. Provides input for the JOC incident journal. Responsible for section shift management. Provides After Action Report (AAR) input to the J2/3 prior to deactivation of Joint Operations Center. J-1 Continued

HUMAN RESOURCES The human resources office is responsible to plan, direct and administer the Human Resources Program for all full-time National Guard personnel to include Non-Dual status (NDS) technicians, Dual Status (Excepted) technicians in both the ARNG and ANG, and support in active Guard Reserve (AGR) status in both ARNG and ANG.

RESPONSIBILITIES: Coordinates with the J-1 personnel section to establish/confirm policy on the use of full-time federal personnel employed on SAD missions. HUMAN RESOURCES

MILITARY PERSONNEL The Military Personnel section directs and provides personnel operations which support INNG personnel structure, acquisition management, distribution, mobilization, sustainment, compensation and transition, enabling the INNG to prepare for and conduct military operations today and simultaneously regenerate itself for tomorrow.

RESPONSIBILITIES: Performs initial screening on incoming Form (SAD payroll) for accuracy then forward to Operations personnel for final validation before forwarding to State Comptroller. Collects, analyzes, posts and briefs strength status and personnel loss estimates. Maintains a manning roster by unit, mission number, name, officer, warrant officer or enlisted, rank and SSN. Coordinates with the staff for the development and maintenance of morale, to include leave programs, rest and recreational facilities, religious activities, legal, welfare and exchange services. MILITARY PERSONNEL

J-2 INTELLIGENCE Provides current and relevant intelligence to the Joint Operations Center, as well as to high-level leaders in the Indiana National Guard. RESPONSIBILITIES: Provide a daily intelligence summary (INTSUM), based mainly on classified sources, to key senior officers who possess both the appropriate security clearance as well as the necessity to know such information.

Produce and distribute an Anti-Terrorism/Force Protection Bulletin on a non-classified level, which will assist leaders in Indiana to better protect the safety of the citizens of Indiana. Provide access to SECRET-level information over SIPRNET to individuals with proper security clearance as well as a necessity to know such information. This access is provided in a secure environment which is maintained by the J2/.3. J-2 Continued

SEMA The State Emergency management Agency coordinates overall state agency response to major disasters in support of local government.

RESPONSIBILITIES: Coordinates the statewide Fire, Law Enforcement, medical and Telecommunications Mutual Aid Systems Implement and manage the Law Enforcement Mutual Aid system and to coordinate state resources in support of local law enforcement during "unusual occurrences" such as civil disorders, demonstrations, riots, and natural or man caused disasters. (INNG Maintains a 24/7 LNO presence during SEMA full activations) SEMA

J-3 OPERATIONS Responsible for Operations Section. Coordinates staff actions in support of MSCA missions. Monitors current situation on the operations map, tracks the movement of adjacent units, coordinates the production of all tactical operations orders and the execution of those orders.

RESPONSIBILITIES: J3 Coordinates, writes, and publishes JOC Warning orders and operations orders. Plans, develops, designs and updates MSCA Emergency Policy-Standard Operating Procedures- Inter Agency coordination/ synchronization. JOC J3 OPS SGM. Responsible for all administrative functions / message flow within the JOC. J-3 Continued

Ensures battle rhythm is not interrupted throughout continuous operations. J3 Current Operations Officer (Battle Captain) Keeps the staff and LNOs abreast of current situation. Coordinates with the J4 on logistical support. Monitors the Mission Board and keeps the J3 & Directorates informed on current missions/issues/actions. J-3 Continued

JOINT STAFF DIVISION The Joint Staff Division executes the responsibilities of the Adjutant General, e.g., developing policy, preparing and coordinating plans, and overseeing all functions assigned to the Adjutant General.

RESPONSIBILITIES: Provides Training curriculum for MSCA Participants Coordinates with Civilian Authorities in issues regarding MSCA Operations Coordinates with state military commands for issues regarding MSCA Operations. JOINT STAFF DIVISION

ARMY DIVISION At the direction of the President of the United States and the Governor of Indiana; The Mission of the Army National Guard is to provide mission ready forces to the federal government, protect the safety of the citizens of Indiana, and provide service and support to the local communities in which we work and live.

RESPONSIBILITIES: Provide force structure for Military Support to Civilian Authorities (MSCA) Provide Support for Designated Force Protection Ensures proper training is performed for MSCA Participants ARMY DIVISION

AIR DIVISION The JFHQ-IN-AVG is The Adjutant Generals senior staff information and evaluation, issue, resolution, and action recommendations regarding the Air National Guard. RESPONSIBILITIES: Coordinates all ANG Air support operations in support of state emergencies. Coordinates all ground support missions pertaining communication, vehicle, medical, and civil engineer issues.

ARMY AVIATION To provide prompt and accurate advice regarding Aviation and Safety issues to the Adjutant General and Commanders, to manage resources, to facilitate mission-ready aircraft to support Federal and State missions, and to provide the highest quality individual crew training.

RESPONSIBILITIES: Manages deployment/employment of Army aircraft. Advises J2/3 on the location and disposition of Army aviation assets in the state. Provides maintenance forecasts to J2/3. Monitors airflow. Responsible for section shift management. Submits section AAR prior to JOC inactivation. ARMY AVIATION

EPLO EMERGENCY PREPAREDNESS LIAISON OFFICER Facilitate Planning for Military Support to Civil Authorities and provide trained teams of DoD liaison personnel to represent essential DoD components, as appropriate, for response to any national security Emergency RESPONSIBILITIES: Provide Service liaison to the military and civil authorities within the State, commonwealth, US possessions and other eligible jurisdictionsProvide Service liaison to the military and civil authorities within the State, commonwealth, US possessions and other eligible jurisdictions

J-4 LOGISTICS Monitors and directly impacts current Logistical Requirements assisting with coordinating future needs of supply and services to all SEMA / Federal Disaster / Home Land Security mission-operations. Assists in the development and preparation of future Operations information related to the deployment of supply and service organization (personnel & equipment).

RESPONSIBILITIES: Supervises preparation of orders, operating instruction reports and related technical material. Supervises operation of organizations performing supply and related service operations such as transportation, and property disposal. Maintains material records and posts charts/spreadsheets that display equipment status.. Coordinates with Environmental Directorate on environmental issues as necessary. J-4 Continued

Establishes systems for supply accountability. Recommends prescribed loads. Tracks through State Maintenance Class III, and IX expended in support of SEMA Disaster assistance Conducts briefings as directed by the JOC director. Maintains a staff journal. Responsible for internal shift management. Coordinates emergency contracting and accounting for food, lodging and critical supplies for INNG personnel. Maintains mission expenditures for food and lodging and ensures vendor receives payment for services from the State Comptroller. J-4 Continued

SURFACE MAINTENANCE The Surface Maintenance is to provide organizational, limited depot maintenance and Class IX repair parts services for the surface equipment of the Indiana Army National Guard. RESPONSIBILITIES: Determines materiel maintenance and overhaul requirements. Supervises/coordinates maintenance activities. Tracks and distributes earned maintenance man days/hours.

FACILITIES/ENGINEERING The facilities & Engineering Office acquires, develops, and maintains land and facilities to support the administration, training, and readiness of the Indiana Army National Guard, and to develop and enhance relationships to maximize the value of our facilities to our soldiers and the communities we serve.

RESPONSIBILITIES: Determines if armory location is adequate to house and sustain soldiers/equipment near incident site. Supervises/coordinates facilities maintenance activities. Tracks and distributes basic SSSC items for daily, monthly maintenance of INNG Armories/Installations. Assists & facilitates engineer planning & coordination efforts in MSCA support operations. Assists in GIS Mapping and facilitates Corps of Engineer inter-agency cooperation/products. FACILITIES/ENGINEERING

STATE COMPTROLLER The State Comptroller advises the Adjutant General, Assistant Adjutant General, and Deputy Adjutant General-Joint Staff Division on all fiscal resources.

J-5 POLICY & LIAISON The sections generates the long range planning and prepare the concept, operational plans and the Directorates Estimate of the Situation. RESPONSIBILITIES: Advises Director, Plans, Operations and Security with regards to any political issues that impact on operations.

Responsible for interfacing with State and Federal political entities during emergency and non- emergency operations. Submits to the J3 the Policy and Liaison/Government Affairs Branch AAR prior to JOC inactivation. J-5 POLICY & LIAISON

J-6 COMMAND,CONTROL, COMMUNICATIONS, & COMPUTER SYSTEMS Assists the Director of Plans & Operations with responsibilities for the communications-electronic and automated data systems within the Directorate. RESPONSIBILITIES: Integrates Army and Air National Guard communications assets. Interfaces with civilian agencies (SEMA, INDOT, ISP) for MSCA communications integration. Responsible for managing, coordinating, building, maintaining all organic JFHQ communications assets, to include cellular/satellite phones, pagers, FAX machines, computer automation and HF radio.

Responsible for all systems administration activities in the JOC. Responsible for all statewide frequency assignments and SOIs. J-6 Continued

JUDGE ADVOCATE GENERAL The Office of the Staff Judge Advocate serves as legal advisor to the Headquarters staff, and commanders of the Indiana Army and Air National Guard units throughout the State rendering formal legal opinions, providing advice and counsel on major policies and interpreting statutes, regulations, and court decisions.

RESPONSIBILITIES: Provide legal advice to the JOC Director for MSCA operations. Execute any necessary Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs) in support of MSCA operations. Provides JFHQ-IN-JOC 24 hour POC roster. JUDGE ADVOCATE GENERAL

PUBLIC AFFAIRS The Public Affairs Directorate manages the release of information on behalf of the Adjutant General. Assists the public in understanding the Indiana National Guard's community value, its increased focus and effectiveness through joint Air and Army Guard operations, and how these visions contribute to the INNG's state and federal readiness.

RESPONSIBILITIES: Represents the TAG and INNG in dealing with news media Develop strategies and command messages to communicate positive messages to INNG audiences and the general public Advise INNG senior leadership, soldiers and airmen on Public Affairs matters and provide interview guidance Work with civilian agencies in a Joint Information Center during state emergencies to keep the media and public informed PUBLIC AFFAIRS
