NON-TARIFF AND TECHNICAL BARRIERS TO TRADE IN THE CEFTA REGION Non-tariff barriers in the area of phytosanitary measures, technical and administrative barriers are an obstacle to the expansion of regional trade. Within the CEFTA Region, in the last three years, 114 different NTBs were recorded, from among which 70% were eliminated. Serbia is number one as regards the applied barriers because of the largest share in the regional trade, and because its commodity trade is quite diversified. *This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence. Chamber of Commerce and Industry of Serbia www.pks.rs ACTIVITIES OF CCIS ON ELIMINATION OF NTBs AND TBTs With the aim to identify, record and eliminate NTBs and TBTs, CCIS collects information using a form for reporting NTBs. The data are collected via CCIS Portal, by distribution of the form at economic gatherings in CCIS, by e-mail survey, and in direct contact with businesspeople. According to the established mechanism, the collected data are forwarded to the ministry in charge of the implementation of the CEFTA 2006 – the Ministry of foreign and domestic trade and telecommunications of the RS, which takes further steps for elimination of the barrier, addressing the competent state authority of the Party which introduced the barrier. ACTIVITIES OF THE CHAMBERS OF COMMERCE AND INDUSTRY ON IMPLEMENTATION OF THE CEFTA AGREEMENT Forum of the Chambers of CEFTA Parties WG on agriculture and SPS issues WG on customs issues and origin of goods WG on NTBs and TBTs WG on trade in services On the initiative of CCIS and with the support of Eurochambres, in Belgrade, in 2007, the Forum of the Chambers of CEFTA Members was established. The aim of the Forum to ensure utilization of the potentials and advantages of CEFTA and creation of a free trade zone in the Region, through inter-chamber cooperation and dialogue. The work of the Forum is supported financially by the DIHK-CEFTA Project. Regular activities of the Forum of CEFTA Chambers are: The support to the economy in doing business in the CEFTA Region (information on legal regulations, assistance in provision of documents supporting goods in export/import, finding business partners by organization of B2B meetings..) Elimination of NTBs by solving the problems in trade directly, in cooperation with the chamber of another Party Organization of educational meetings on advantages and potentials of CEFTA agreement, e.g. on the topic of diagonal cumulation of origin, conditions of sale on the CEFTA market... Provision of information on economic indicators of other CEFTA Parties

ACTIVITIES OF CCIS ON IMPLEMENTATION OF CEFTA Cooperation with competent state authorities of the Republic of Serbia Cooperation with Chambers of Commerce and Industry within DIHK-CEFTA Project Cooperation with international organizations: CCIS cooperates with the competent state authorities of the RS on the organization of educational economic gatherings, on presentation of new legal regulations to the business community, and in joint projects, etc. (Ministry of foreign and domestic trade and telecommunications, Customs Administration, Border inspection services for veterinary, sanitary and phytosanitary control) Cooperation with the Chambers of Commerce and industry within the DIHK-CEFTA Project: CCI Tirana, Foreign trade chamber of BIH, CCI Kosovo*, CCI Macedonia, CCI Moldova, CCI Montenegro and other chambers non-beneficiaries of the Project (CCI Croatia, Union of Hellenic Chambers, Union of Turkish Chambers TOBB, CCI Romania, CCI Bulgaria) Cooperation with international organization on regional projects: IFC - „Logistics in trade at the Western Balkans“ OECD - „Administrative Barriers to trade in CEFTA“ European Movement of Serbia - debate „What after accession of Croatia to the EU“ Association of European Chambers - „European Economic Research“ Council for Regional Cooperation - „SEE Strategy2020 “

ACTIVITIES OF CCIS WITHIN DIHK-CEFTA PROJECT Owing to DIHK-CEFTA Project, in the last four years, the CCIS has implemented and participated in a substantial number of activities, fifteen per year on average: in work of WGs of the Forum of CEFTA Chambers, seminars and workshops on: implementation of the CEFTA Agreement, rules of origin and cumulation of origin, development of skills for foreign trade an sale of goods and services to the foreign markets, conferences on free trade in the Region, traffic infrastructure, attraction of investments to the CEFTA Region, bilateral and multilateral meetings of businesspeople, organization of common stands at international fairs in the Region, raising the Chamber’s capacity to through the organization of study stays of the Chamber employees in the Chambers of Germany and the Region, publishing publications and printed promotional material, etc.

Competitive economic environment: promotion of the regional cooperation by protection of competition, intellectual property and regulating public procurements. Integration into the world economy: to improve access to the market by establishing a single zone for diagonal cumulation of origin, within the Pan-Euro/ Mediterranean Convention (PEM); to initiate establishment of the investment concept for better participation in the regional and global supply chains. Keeping synergy between implementation of CEFTA and SIE Strategy 2020, as a horizontal priority.
