MEPA PROCESSES & TERM OF REFERENCE (TOR)

SESSION OBJECTIVES At the end of the session, the participants are expected to: a. Discuss MEPA process from SMEPA - DMEPA to RMEPA vis-à-vis institutionalization of the Regional Integrated Regional MEPA Operational Framework; b. Explain MEPA Term of Reference (TOR) at all levels and units; c. Design a contextualized DMEPA Process considering the size and unique feature of one’s organization.

The SMEPA Meeting SCHOOL MEPA (1 Day) Objectives: Discussion of KPI & AIP Implementation Objectives: To enable the SCHOOL to immediately respond issues and concerns affecting the effectiveness of programs and efficiency of programs delivery Immediate feedback on efficacy and weaknesses of program implementation at school level vis-à-vis AIP implementation; Respond to technical and training needs of teachers; and Identify enhancements to education policies and guidelines.

The DMEPA Meeting Objectives: DIVISION MEPA (2 Days) Presentation & Discussion of KPI & AIP Implementation Objectives: To enable the DIVISION OFFICE to immediately respond issues and concerns affecting the effectiveness of programs and efficiency of programs delivery; Immediate feedback on efficacy and weaknesses of program implementation at school & SDO level vis-à-vis AIP implementation; Respond to technical and training needs of teachers and non-teaching personnel; and Identify enhancements to education policies and guidelines.

The RMEPA Meeting Objectives: REGIONAL MEPA (2 Days) Presentation & Discussion of KPI & AIP Implementation Objectives: To enable the REGIONAL OFFICE to immediately respond issues and concerns affecting the effectiveness of programs and efficiency of programs delivery; Immediate feedback on efficacy and weaknesses of program implementation at SDO vis-à-vis AIP implementation; Respond to technical and training needs of SHs/PSDS/EPS; and Identify enhancements to education policies and guidelines.

Synthesis of Discussion A synthesizer listens to all presentations and discussions and gives the summary of the main points. The synthesizer list down all the issues and concerns on which decisions need to be made. School Synthesizer & Documenter 5. Agreement The SH discusses the issues listed and leads the group in coming up with agreements on program adjustments, Policy Directions to be flagged to SDO as well as TA needs SH
