The plan delineates the long- term strategy of USFA and outlines the key initiatives that will be used in support of achieving the goals designed for the safety and security of the American people. It also describes the values and guiding principles that are foundational to successfully building and maintaining an organization created to be America’s fire and emergency services leader. 12
