Invitation by the MDB The MDB has invited our municipality, and all stakeholders in our municipal area to participate in the ward delimitation process. The MDB provided us with draft ward boundaries to consider. Should we agree with the MDB proposals, or be able to reach consensus on how the ward boundaries should be drawn, we can complete the process soon. Should we not be able to reach consensus, we can submit different proposals to the MDB However, it is likely that we will then eventually have to accept the wards proposed by the MDB. Our first priority should thus be to reach consensus in our municipal area on the ward boundaries, and to ensure that our proposals comply with the legislation, and criteria. 2

The programme and timeframes The MDB will hold public meetings in all municipalities with wards from mid-January to mid-March We can make arrangements with our municipality to hand in our proposals at the meeting in our municipality. Alternatively we should submit our proposals directly to the MDB by 23 March The MDB will consider all proposals and publish its delimitation of wards in the Provincial Gazette, which will give us 14 days to object. The MDB will then give the final ward boundaries to the IEC in August 2015 to start preparing for the 2016 local elections. The elections will beheld between 18 May and 16 August

Where are we now in the process? 2

How has the MDB empowered us to participate? The MDB has provided us with various electronic and hard copy maps and documents. The most important documents to be used by us are: MDB Circular 4/2014 which tells us how to make proposals, the GREEN maps with the MDB’s proposed ward boundaries that we need to consider, and the form that we must use to submit our proposals to the MDB. 2

How will the GREEN map help us? The GREEN map contains the following: the MDB’s proposed wards in different colours; the red lines are the MDB’s proposed ward boundaries; the blue lines are voting district (VD) boundaries; the total number of registered voters in each ward proposed by the MDB. the norm and the maximum and minimum voters allowed per ward. the VD IDs, the VD numbers, the number of registered voters per VD, and the name of the voting station. 2

What legal requirements, rules and guidelines must we adhere to ? The following are the more important ones: Use voting districts as building blocks. Cluster voting districts together to make up wards. Follow voting district boundaries when drawing new ward boundaries. Do not split voting districts. Keep the number of voters per ward, as close as possible to the norm. A maximum variation of 15% from the norm is allowed. Ensure that wards are contiguous. Do not split obvious communities/groupings of villages/suburbs, traditional areas etc. - if at all possible. Take physical characteristics into account e.g adequate road networks, and physical barriers such as a freeways, rivers, mountains, etc. Keep current ward numbers and boundaries the same, if possible. Do not change ward boundaries when an existing wards complies with the norm – unless so required by the reconfiguration of other wards. Remember to recalculate the number of voters in all wards after the boundaries of a ward have been changes, so as to ensure compliance with the norm in each ward. 2

Step 1: We need to consider the MDB proposal for each ward; decide which ones are acceptable, and put them aside. Step 2: Consider as to how we would like the remaining wards to be configured. This is done by clustering voting districts together to form a contiguous ward. Step 3: Add up the number of registered voters in the voting district forming a ward. Step 4: If the total number of registered voters fall between the minimum and maximum number of registered voters allowed per ward in our municipality, we have created a valid ward. Step 5: Fill in the submission form to indicate which MDB wards are acceptable, and on which ones we have alternative proposals. What are we going to do today? 5

The form comprises of 2 sections: SECTION 1 (MDBA1) We must complete this section if we agreed to the boundaries of ALL wards proposed by the MDB. SECTION 2 (MDBA2) This section should be completed when you: Agree with the boundaries of SOME wards proposed by the MDB. Disagree with the boundaries of ALL the wards proposed by the MDB. Disagree with the boundaries of SOME wards proposed by the MDB.
