To evaluate school administrators statewide using a consistent, standards-based tool that gathers perception data from multiple sources directly impacted by school administrators’ abilities and behaviors –Allows school administrators to identify both “hidden strengths” and “blind spots” in leadership abilities and behaviors Orr, J. E., Swisher, V. V., Tang, K. Y., & De Meuse, K. P. (2010, October). Illuminating blind spots and hidden strengths. Minneapolis, MN: Korn/Ferry International. Purpose of the Circle Survey ©MDE – Office of Educator Quality 5

Circle Survey Interim Reports ©MDE - Office of Educator Quality Interim Reports from the RCU –Resulted in a “checks and balances” system that revealed admins who were not in ELMS and those who had not entered their data –Excellent compliance check mid-year

District superintendents may access Circle Survey final reports via the district SharePoint folder. The pathway is sdxxxx/Evaluation/Principal Evaluation, where “sdxxxx” is the district number. The Circle Survey Final Report 7 ©MDE – Office of Educator Quality

Key features of final reports: 30 equally weighted indicators Color-coded indicators arranged from highest to lowest based on overall rating (if overall rating is the same for multiple indicators, then indicators are arranged numerically) Staff rating column shows number of certified staff responses received (duplicates removed, invalid access codes removed) Comments are listed in the order the survey response was received The Circle Survey Final Report 8 ©MDE – Office of Educator Quality

When data required for the Summative Assessment Conference are available, hold the Summative Assessment Conference and the Professional Growth Goals Conference –Should be able to hold these conferences for alternative school principals, principals of schools with no tested grades, and CTE directors by the end of the school year –Will have to wait on accountability data for school administrators in schools with tested grades –Need to ensure that all school administrators have data to support ratings for Organizational Goals Next Steps ©MDE – Office of Educator Quality 12

Administrators who leave a school at the end of a school year should receive an MPES Summative Assessment Score when data are made available to districts –Can hold the Summative Assessment Conference by phone, if necessary –Should mail the Summative Assessment Conference Form to the school administrator for his/her records and document that the meeting was held over the phone –Key: Gathering and storing data for organizational goals before the administrator leaves Remember… ©MDE – Office of Educator Quality 13
