Challenges to Approve the FD-6 Many FD-6 having loan distribution programs, Khash land management etc. these are not mandate of the MoDMR and nor the job of NGO Many FD-6 having Non-Structural interventions only i.e. training, meeting, workshop, Seminar etc. and limited or even no structural interventions nor Income Generating Tools to DRR & CCA ;

 Many FD-6 having training only for the NGO personnel & pay for NGO’s staffs, reserved for unknown etc.  In most cases, administrative cost is more than 15% of the total cost of the project, even 85% (provision: up to 15%),  Many FD-6 having so many diversified actions like relief, water, education, environment heath, loan distribution; and implementing area also from Technaff to Tutuila. Difficult to Monitor and evaluation. Transparency? Challenges to Approve the FD-6

 There is a miss-understanding about administrative costs and program costs among the NGO personnel.  Administrative cost: Administrative costs includes Pay, office rent, office maintenance cost, Travel cost etc.  Program costs: In case of industry, program costs includes cost of raw materials + labor cost.  Other than industry, costs of activities which would be benefited to the people directly is called program cost.

 Program costs includes-  Cyclone, Flood shelter construction costs  Construction of evacuation route, Awareness buildup costs, capacity development costs etc.  Many FD-6 are not properly made,  Main Activities are not properly field up as per requirement of the different table & chapter of FD-6  Detail District wise individual actions are not clear, nor well defined, costs not aggregated etc. in the para 7 of the FD-6. Challenges to Approve the FD-6

Recommendations  Guidelines should be prepared to fill up the FD-6 in proper design-NGO Bureau may take initiative  Administrative cost and Program cost should be well defined – NGO Bureau may arrange a meeting with DP, NGO and related ministries in this regard  Administrative cost may be increased up to % and followed strictly  Detail programs components must be mentioned clearly in Para-7 of FD-6 and showed aggregate figure of all program costs.

To build resilient community as required HFA MoDMR is advocating to include the following components in the FD-6:  Construction of multi-hazard resistant family shelter, multi-purpose flood shelter and multi- purpose cyclone shelter, evacuation roots etc.  Digging of ponds, khals etc. to make available sweet water,  Construction of latrine, training & supply hygienic kits  Training of volunteers & equipped them Recommendations

 Digging of tube-well to available safe water  Distribution of Income generating tools: Cow, Goat etc. distribution Plants/seedlings distribution Financial help to establish Glossary shop & training Sewing machine distribution & training Helps to small entrepreneurs, etc.  Demonstration plots ( Agril.)  Relief distribution, only immediate after disaster.  Need interventions to build back better Recommendations

 Development Partners may be requested to ensure more structural intervention than non-structural components in the proposed FD-6, therefore community resilience would be built as commited in HFA  DP may take opportunity to build Cyclone Shelter, Flood Shelter, multi-hazard resistance family shelter etc. to make resilient community  DP could intervene poverty reduction program by providing income generating tools and training the poor people to use such tools smoothly at community level  DP may intervene intensive awareness programs in cities & and urban area to saves lives & properties of Urban people Recommendations
