Specific Functions: 1. Develop and enhance operational guidelines along disaster risk reduction and management and special concerns to ensure smooth implementation in the Field Offices/LGUs and intermediaries 2. Plan and coordinate international, national and local assistance efforts in relation to the DSWD functions as lead agency of Food and Non-Food Cluster, Camp Coordination and Management Cluster, Protection, Shelter and Livelihood Cluster; 3. Old composition of Family Food Packs (Prior to Yolanda) Good for One (1) Day for a Family of Five (5) 3 kgs. of NFA Rice 4 tins (155 grams) of canned sardines 4 tins (150 grams) of canned corned beef 4 pouches of Instant Noodles 6 sachets (26-32 grams) of Instant Coffee estimated amount – Php250.00 (per pack) Note: 1. NFA Rice is not Iron Fortified 2. Viand (tin cans of sardines & corned beef, Instant Noodles & Coffee may varies in quantity depending on SRP (bulk orders) and availability of supplies. 3. For Instant Noodles: Lucky Me & Quick Chow (not hot & spicy) is the most common brand while Nescafe and Great Taste for 3in1 Instant Coffee. 5 5 5

Family Food Packs w/ 6 kg NFA Rice (Yolanda onwards) Good for 2-3 Days consumption for a family of 5 6 kgs. of NFA Rice 4 tins (155 grams) of canned sardines 4 tins (150 grams) of canned corned beef 6 sachets (26-32 grams) of Instant Coffee/ Cereal Drink 6 packs of Instant Mami Noodles (chicken & beef) New composition of FFPs estimated amount - Php376.00 Note: Due to a 6 months shelf life of Instant Noodles, we remove it from the new FFPs composition, proposed to replace RTEF packed in tin cans/aluminum pouches and readily available in the market. NROC-Central Office warehouse prepositioned/stockpiled 100,000 FFPs and 30,000 FFPs at every DSWD Field Offices warehouse for augmentation to LGUs.

GENERAL FOOD DISTRIBUTION Objectives: Immediate food relief distributed to all affected families and areas right after the strike of disaster and this will continue until the families are able to stand on their own. (1st Wave) Ready-to-Eat Food (RTEF)/Emergency Food Reserve (EFR) 1-2 days consumption of an individual. Provided for the first 48 hours after disaster occurrence when organize cooking & cooking facility is limited or not available. > compact food in form of tablet, bar, biscuits or any ready to eat food packed in a vacuum sealed aluminum foiled packaging, or easy to open tin cans. Must withstand aerial drops and normal temperature of warehouses. Minimum of 12 months shelf life. Note: Pilot distribution/testing of Tuna rice adobo, kaldereta, mechado, in all DSWD FOs, UN-HEBS & BP-5 Compact Food distributed in Leyte, Samar during Yolanda & Bohol earthquake relief operation. DOST-RTEF pilot distribution to Zamboanga & Tacloban TS Yolanda IDPs .

Ready-to-Eat Supplementary Baby Food Infant Dry Cereal) (1st Wave) Provision of Baby Food for infants and children ages 6 months onwards (Good for 5 days consumption or else otherwise required/approved by the Secretary). Identification of beneficiaries thru LGUs, DAFAC distributed and the ECs information board or NHTS-PR available data. > Procurement method is thru negotiated or direct contracting of DOST technology adoptors or DTI-BOI and FDA accredited suppliers/manufacturers Must withstand aerial drops and normal temperature of warehouses. Minimum of 12 months shelf life. Note: Ongoing procurement of 10,000 pcs for prepositioning/pilot distribution to 10 regions & 12,000 pcs each for 6 regions with high incidence of malnutrition and vulnerability to disasters.

Targeted Food Distribution (3rd Wave) Continuing food assistance to the most vulnerable group/individuals during the recovery /after the survival stage of disaster: Vulnerable population include unsecured families in transition shelters, pregnant and lactating mothers, PWDs, older persons, singled headed households, families with at least one child below 6 years old Good for 60 Days consumption given in 2 tranches for 2 consecutive months 2 sacks of 50 kgs. of NFA Rice with Indigenous products like dried fish, monggo, dried taro leaves etc. in a vacuum sealed packaging. Non-Food Items such as Kitchen Kits (dining utensils and cooking wares) Family kits (Toiletries, clothing and sleeping gears) were also provided.

requirements and the formulation of possible alternative RTEF/EFR; Way Forward: Creation of Adhoc TWG to review DSWD existing /proposed composition of Family Food Packs to include the computation of Nutritional requirements and the formulation of possible alternative RTEF/EFR; Enhancement of DSWD Omnibus Guidelines in the provision of Family Food Packs as augmentation to LGUs particularly during massive relief /response and early recovery stage; Include in the enhancement is the composition of FFPs for Targeted Food distribution to the most vulnerable group or individuals from early stage up to the recovery phase ; Explore possibility of NFA Rice Fortification particularly allocated to DSWD for relief distribution purposes. 5 11 11
