Higher education in Uzbekistan A legal basis for higher education and further development  Radical reform of the education sector in Uzbekistan started in 1997 with the adoption of the Law of Education and the National Program for Personnel Training (NPPT)  National policy in the field of education, including legislation on higher education, is based on the Constitution of the Republic of Uzbekistan, Decrees of the President of the Republic of Uzbekistan and Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan.

Higher education in Uzbekistan National Program for Personnel Training  The NPPT (adopted as an Act of Parliament) provides a long-term strategy for strengthening education, developing a continuing education system and reinforcing the multi-level higher education system. The aim of the program is the fundamental reform of the education system, the complete overhaul of its ideological aspects, and elaboration of a national educational system to train highly qualified specialists to the same level as in advanced democratic states. The fostering of international co-operation has been defined as one of the tools for achieving the objectives of the NPPT.

Higher education in Uzbekistan   Since 1997 the higher education sector in Uzbekistan has been regulated by the Education Act, the NPPT, a Regulation on higher education and various laws and specific resolutions of the President of the Republic of Uzbekistan and the Cabinet of Ministers. Every 5 years, higher education institutions (HEIs) have to undergo a state attestation procedure in accordance with a specific regulation adopted by the Cabinet of Ministers.

Higher education in Uzbekistan State Educational Standards   Continuity with and links between general secondary, secondary specialised, vocational and higher education are important aspects of higher education quality. So far, the State Educational Standards (SES) have been updated for 269 Bachelor areas and 845 specialities at Master level. The quality of higher education is assured by the SES which set the minimum requirements for each educational level, describe the main features, structure, content and implementation of curricula, ensure the quality control of personnel training and set the compulsory (core) comp

They provide detailed information on the main features, such as structure, content and implementation of curricula, quality control of personnel training, the compulsory (core) components (the list of academic subjects), learning outcomes and descriptions of competencies.

Higher education in Uzbekistan The Ministry of Higher and Secondary- Specialized Education  Regulations on The Ministry of Higher and Secondary-Specialized Education of The Republic of Uzbekistan was approved by the enactment of the Cabinet of Ministers of the Republic of Uzbekistan "Concerning the Activity Modernization of The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan” dated July 20 of 2004, № 341.

Higher education in Uzbekistan The Ministry of Higher and Secondary- Specialized Education General Regulations:  The Ministry of Higher and Secondary- Specialized Education of the Republic of Uzbekistan is a government body that is supervisor to the Higher and Secondary- Specialized, Professional Education in the country. The Ministry reports to the Cabinet of Ministers of the Republic of Uzbekistan;  The Ministry includes the Center of Secondary- Specialized and Professional Education, the Center Education Development and affiliated Higher Educational Institutions;

Higher education in Uzbekistan The Ministry of Higher and Secondary- Specialized Education  The Ministry acts according to Constitution and the Laws of the Republic of Uzbekistan, by the Regulations and other Acts of Oliy Majlis of the Republic of Uzbekistan, Resolutions and directions of the President and Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan, as well as the Regulations on the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan;  The Ministry acts in cooperation with other bodies, with the Regional Administrations, Public Organizations and others;  The Ministry is financed by the State Budget within the bounds of allocation for the Ministry and other sources, which are not prohibited by the law;

Higher education in Uzbekistan  In each direction of higher education, one of the universities appointed as the basic university on the basis of the scientific and pedagogic potential  Last one of this resolution (order Nr. 32, by Ministry in ) approved list for 178 directions of Bachelors and 460 specialties of Masters
