 Paul Snyder – Deputy Chief of Appraisal  2015 Values have been substantially completed  Notices will be mailed prior to May 1st  TCAD is anticipating a productive and efficient protest season  Changes are being implemented to expedite our processes WELCOME TO THE 2015 TCAD AGENT MEETING

 Formal ARB hearings will generally be scheduled “Dollar Down”  Filtered by Portfolio/Agent/etc.  Some deviations from the “Dollar Down” methodology will be implemented as necessary  Formal Hearings will be scheduled for a specific time and date for each PID FORMAL PROTEST SCHEDULING PROCEDURES

 We will no longer hold same day informal/formal hearings for real property accounts*  This applies to all agents, regardless of the number of accounts represented or the number of individual agents in an office  Informal meetings should be held in advance of the formal hearing day  No one is required to have an informal meeting * Business Personal Property will still hold “same day” formal/informal meetings “NEW” INFORMAL PROCEDURES

 Appraisal Staff will be available for informal meetings after notices are mailed  Commercial and Residential availability begins May 5 th  BPP availability will begin May 5 th for 1 st run notices  Informal availability will be limited to the number of staff members in each department  Impetus is on each individual agent to make sure they get enough informal time with staff prior to a formal hearing INFORMAL AVAILABILITY

 TCAD will not automatically schedule informal meetings  Impetus is on the individual agent to schedule informal meetings  Scheduling informal time/dates will ensure appraisal staff availability  Scheduling is not required but is highly recommended INFORMAL SCHEDULING

 Process for scheduling informal time:  Commercial - Contact Carroll Ext –  BPP – Contact Edie Ext –  Residential – Contact Rebecca Ext –  a list of informal accounts prior to the scheduled time/date  The list of accounts will ensure TCAD is prepared to discuss those accounts  The list will make the process more efficient  We will verify if the accounts have proper fiduciary in advance of the informal meeting  The agent will be able to quickly (in one meeting) work out fiduciary issues at the beginning of the informal session for all accounts to be worked that day INFORMAL SCHEDULING CONTINUED

 TCAD has developed a new “check-in” app  Check-in will be automated with the use of an IPad  IPads will be located near the residential check-in window  Check-in app will streamline the informal process  Once checked-in, each agent will be placed in a queue  Staff will see who is in the queue for each department/portfolio  Staff will bring the agent to their desk and remove them from the queue INFORMAL CHECK-IN PROCESS

 TCAD will distribute evidence at the time of the informal meeting  TCAD reserves the right to supplement/modify/change the evidence prior to the 14 day evidence exchange window of the formal hearing  TCAD understands that the agent’s evidence will/may change prior to the hearing if the property owner supplies additional information  This is not punitive; it allows for good faith informal meetings with the ability to incorporate the most relevant evidence by both parties at the formal hearing  Formal evidence will be available 14 days prior to any scheduled formal hearing INFORMAL/FORMAL EVIDENCE AVAILABILITY

 TCAD will not mail duplicate notices to property owners that have a current fiduciary on file at the time of the mailing  TCAD will post this change on its website once notices are mailed  Agents may want to inform their clients of this change NOTICES OF APPRAISED VALUE

 Overview of 2015 Comp Grid changes  TCAD will mail a legend outlining the comp grid codes and calculation procedures after the agent meeting RESIDENTIAL SALES COMP GRIDS

 Accounts with a PCTC at the first of the year will be valued differently in 2015  Mass market adjustment will be applied  Example: Condo at last years hearing – brought in evidence from the builder that it was 95% complete as of January 1, Notice value was $233,871, taking it to 95% complete and flatting the cost number took value to $136,218.  Our software will figure new value on % complete, but not on Flat values – New Value affects the Effective Rate Calculation.  Bring in cost of improvement as of the 1 st and cost of land. RESIDENTIAL PERCENTAGE COMPLETE ACCOUNTS

 TCAD has changed their internal “sales” coding system per IAAO standard on Verification and Adjustment of Sales  TCAD’s new sales codes are as follows:  DC – Deed Change  S – Sale with sales price but not yet verified  Q – Qualified  VU – Valid Unqualified  I - Invalid SALES VERIFICATION CODES
