This Session Explores: Consent to Assess (CAAS)* and Quality Management Systems (QMS) Where did your school’s authority to assess come from? CAAS Grant of Consent There is effective self-review to assure NZQA the school can maintain its consent to assess CAAS - Rules Gives authority to schools to assess qualifications Appendix (QMS) Guidelines (details the QMS requirements) The school has a documented quality management system (QMS) Review Do the school’s review and actions improve assessment outcomes and reduce future risk? What do you have to do to maintain your Consent to Assess? To maintain your consent you need to: stay up to date with the rules meet requirements (rules) apply for an extension of consent if you want to assess standards outside of base scope. You risk having conditions placed on your consent or losing your consent if you do not meet requirements and rules.

Effective School Self-Review identifies where you are meeting the requirements of the QMS and CAAS, in particular complying with the rules and guidelines identifies risks to your Consent to Assess enables the school to respond protects the credibility of the Qualification and schools name enables on going improvement in assessment process/procedures CAAS Rules (11.1a, 11.1b and 11.1c) and Guidelines (3)

To maintain Consent to Assess CAAS Rule 8 and 13 Notify NZQA or seek approval from NZQA to use a sub-contractor. (RULE) CAAS Rule 11.1a Update and maintain QMS (Part C (appendix1) and Part D (guidelines)). CAAS Rule 11.1b Comply with Assessment and Examination Rules and Procedures. CAAS Rule 11.1c In respect of unit standards continue to meet the consent and moderation requirements for the standards to which the consent relates, and report credits for learners to NZQA. and CAAS Rule 7.2b Extensions of scope of consent to assess.

NZQA requirements for Derived Grades Process and evidence will assure management that: grade is based on: pre-existing valid, authentic standard-specific evidence at the national standard evidence is derived from: critiqued and secure practice assessment(s) or verifiable authentic evidence from a range of activities.

NZQA requirements for Derived Grades What gives you confidence in the derived grade submitted? grade verification by another subject expert undertaken OR: grade justification undertaken where grade verification has not been possible.

Managing the Gathering of Evidence Does your school have processes/systems to : –enable valid evidence to be collected –enable authentic evidence to be collected –ensure evidence can be verified by another subject expert? The credibility of the results and therefore the Qualification must be maintained and assured.

SAC Pilot - students using Assistive Technology NZ Scholarship papers returned electronically. Computer-based examinations feasibility explored NZQA aims to produce a Digital Assessment Implementation Road Map.

Introduction of New Zealand Scholarship fee in 2015 Each New Zealand Scholarship subject entry will generate a charge of $30 (GST incl.) per subject. International students continue to pay the full subject fee $ (GST incl.) per Scholarship. Financial assistance is available for students meeting the usual criteria. Code of Practice for the Pastoral Care of International Students Schools that are Code Signatories must: Comply with the mandatory Code of Practice for the Pastoral Care of International Students (CAAS Guidelines 2.4v). NZQA contacts the PN if the attestation is not received. Failure to comply is a significant issue. Extensions to Consent to Assess Consent and Moderation Requirements (CMR) form must be completed for all applications (NZQA and ITOs). CMR used to determine school has resources to offer standards (CAAS 7.2b) Application requires attestation that your school’s QMS has been updated (CAAS rule 7.2b). Engaging with an external provider Do you hold consent to assess for the particular standard? Will you be reporting the result with your provider code? Are you arranging for the teaching or assessment to be undertaken by an external person or organisation who: –is not an employee of your Board of Trustees –does not hold consent to assess that particular standard? Do the students being assessed for these standards have an NZQA enrolment at your school? Then you are likely to need NZQA approval to establish a sub-contracting arrangement.

Programme Approval New Zealand Certificates and Diplomas will replace all national and provider developed qualifications (except for NCEA). Only accredited organisations can deliver a programme that leads to an award New Zealand Certificates and Diplomas. If your school wants to deliver a programme that leads to a New Zealand certificate –the programme must be approved by NZQA –your school must be accredited to deliver that programme by NZQA.
