The Instrument contributing to Stability and Peace (IcSP) It is the main thematic tool of the European Commission to improve security in partner countries, complementing other financial tools in particular where geographical or traditional development instruments cannot be used. It is possible to provide: assistance in response to situations of crisis or emerging crisis to prevent conflicts (Article 3), or longer-term programmes relating to conflict prevention, peace-building and crisis-preparedness (Article 4), and longer-term programmes addressing global, trans-regional and emerging threats (Article 5).

Counter-terrorism & Criminal Justice (1) CT South-East Asia 36 months, 2012-2015 - Impl. Partner: UNODC This project aims to strengthen regional-level collaborative investigation and prosecution of terrorist cases, and strengthen the national CT legal framework and capacity for its implementation in Cambodia, Lao PDR and Vietnam to enhance their participation in regional and global CT efforts. CT CAPRI 36 months, 2013-2016 - Impl. Partner: UK FCO This project aims to improve the ability of Punjabi security agencies to investigate, prosecute, convict and detain terrorists. In particular, it aims to increase the use of forensic evidence, improve the quality of evidence, increase understanding of forensic evidence by police, prosecutors and judiciary, and build up professional relations between Punjabi police and prosecutors.

Counter-terrorism & Criminal Justice (2) CT Sahel 60 months, 2011-2016 – Impl. Partner: EU MS Consortium led by CIVI.POL (FR) Its objective is to strengthen the capacities of law enforcement (police, gendarmerie and garde nationale) and the judiciary in the Sahel, and especially in Mali, to fight against terrorism and organized crime with the purpose to support the progressive development of regional and international cooperation against these threats. CT Criminal Justice Support – Supreme Court Justices 36 months, 2014-2016 - Impl. Partner: Global Center on Cooperative Security It aims to allow Supreme Court-level Justices to discuss legal questions on the adjudication of terrorism cases in compliance with int.l and human rights law. It will engage Supreme Court Justices in Europe, North Africa and the Middle East on substantive issues and with their input, a study documenting and analysing these discussions will be produced and shared. Future Directions In addition to these projects, there is currently a formulation study on possible criminal justice support to the MENA Region in the future. There is also a CT project planned in the HoA region focusing on law enforcement, prosecutorial capacity, and mutual legal assistance.

Criminal Justice & Organised Crime (1) AMERIPOL-EU 48 months, 2010-2014 – Impl. Partner: EU MS Consortium led by FIIAPP (Spain) One of the components of the IcSP Cocaine Route Programme. In Latin America and the Caribbean, it aims to improve prosecutors and law enforcement agencies’ capability to carry out complex investigations and strengthens information and intelligence exchange at regional and trans-regional levels. Signed MoU with AIAMP. On-going cooperation with Eurojust. Conducting joint operations/investigations. Future directions under the Cocaine Route Programme Action under development to support criminal investigation and criminal justice cooperation along the Cocaine Route. Expected results include: Enhanced capacity of law enforcement officials to conduct joint investigations and of the judiciary to prosecute and adjudicate organised crime and drug-trafficking at regional and trans-regional levels; Strengthened participation in regional and transregional efforts by promoting good practices, information exchange, networking and South-South cooperation.

Criminal Justice & Organised Crime (2) Falsified medicines 36 months, 2013-2016 – Impl. Partner: EU MS Consortium led by CIVI.POL (France) It seeks to support the judicial authorities, law enforcement units and other regulatory services, to respond effectively to the production and trafficking of falsified medicines by contributing to the development of appropriate regulatory frameworks and the enhancement of judicial expertise, collection and analysis of information and investigation, improvement of exchange of information at national and sub-regional levels. GLACY 36 months, 2013-2016 - Impl. Partner: Council of Europe Global Action on Cybercrime. Project has global scope and aims to support States prepared to implement Budapest Convention on Cybercrime. Specifically aims to enable criminal justice authorities (law enforcement, prosecutors, judges) to engage in international cooperation on cybercrime and electronic evidence on the basis of the Budapest Convention.

Criminal Justice & Maritime Security CRIMLEA 60 months, 2011- 2016 - Impl. Partner : INTERPOL Critical Maritime Routes Law Enforcement Capacity Building in East Africa Project. The project aims to reinforce capacity of law enforcement authorities to combat acts of piracy and other maritime-based organised crime threats. The specific objective is to reinforce forensic and investigative capacities of beneficiary states to allow them to investigate and prosecute acts of piracy and other maritime-based organised crime threats.
