Work Item 1 - What Near-Term Studies Need to Accomplish Near-term = Same-day + Next-day Near-term Studies are a process The process is iterative – Studies are performed in advance of Real-time – System is dynamic; Input data changes often – Process must be flexible enough to consider input data changes Near-term studies ideally become more accurate with each iteration 9 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 1 and RC Data Request In order to support an iterative study process, RC has revised the data request – Planned Outage and Load Forecast – 4 business days vs. 1 business day Concepts in the white paper will drive future RC Data Request changes 10 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – Input Data for Near-term Studies Input data brainstorming session had a very common theme…need to address COS! COS is the common outage tool of the interconnection Problems noted: – COS labels unclear and inconsistent – Interpreting outage isolation is difficult – COS mostly a one-way tool Data is sent to it, but not many extract data out of it 11 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – COS Outage Manual To address previously stated issues, group put together the Coordinated Outage System (COS) Outage Manual Introduces the following concepts: – Switching point outage data submission – Outage End-State, i.e. state in which switching is complete and work is ready to begin 12 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 2 – COS Outage Manual COS Outage Manual is essentially the end state of the outage submission process – Needed to be done first COS Data Dictionary will need to be trued up to accommodate necessary switching points – Peak effort underway internally; external outreach coming soon Manual eventually a part of the COS User Guide which RC Data Request will point to 15 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Other Input Items Load Forecast, Generation Unit Forecast, Net Interchange – NDSTF created initial definition of each RC has begun internal effort to refine these items – Some data request changes already made to support iterative study process Input Data Benchmarking – Develop awareness and best practices of Good vs Bad data 16 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 3 – Performing the Near-term Studies Focus on steady-state analysis (pre- and post- contingency) study results Study Criteria – Points to RC’s SOL Methodology Study Results Validation – Important step in interpreting study results – Techniques describes on how to troubleshoot – Essentially another round of Input Data Benchmarking! 17 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 4 - Sharing and Coordinating Study Results and Operational Plans Group decided most immediate impact was to focus on more “significant” system issues Using Peak’s Operating Memos, the group created the Outage Operating Memo template Outage Operating Memo is outage based – Template created from Peak’s original document and modified by NDSTF – Guidelines document created to indicate the need, responsibilities and coordination 18 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Work Item 4 – Outage Operating Memo Guidelines Document covers: Purpose, Description, Responsibility, Significant Impact Criteria, Timelines, Review, Distribution Goal is to have the guidelines document and template place on PeakRC.org Every entity will have a folder, similar to entity studies area 19 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Next Steps Motion The Operating Committee approves the NDS Guideline & Operating Outage Memo Template as recommended by the NDS Task Force NDS TF proposes the creation of a NDS Work Group reporting to the Operating Committee – Monitor NDS Practices – Identify NDS Best Practices & Gaps in the process 21 W ESTERN E LECTRICITY C OORDINATING C OUNCIL
